I am pleased to report that following six weeks of continuous and intensive negotiations with Chairman Waxman and Chairman Markey, I have now reached an agreement with them on the principles for greenhouse gas control legislation, and as a result I will be supporting the measure before the committee and urge other members to do so as well.

It is now inevitable that federal controls on greenhouse gases will be adopted. The Supreme Court ended the debate on whether there would be controls when it effectively mandated three years ago that the Environmental Protection Agency regulate greenhouse gas emissions unless the Congress regulates first. Virtually all interested parties, from the coal industry and electric utilities to the environmental community would prefer that Congress adopt the regulations rather than have them be adopted by the EPA. Accordingly, I have been working with Chairmen Waxman and Markey to advance the goals which I think are important to achieve in control legislation. These goals are the preservation of coal related jobs, the facilitation of growing coal production, and keeping electricity rates affordable in regions like Southwest Virginia where most of the electricity is coal fired. The compromise we have now achieved is a major step toward meeting these goals.

Our agreement will provide to electric utilities 90 percent of the emission allowances they will need without charge. The provision of free allowances will help to keep electricity rates affordable.

Our agreement provides 2 billion tons annually of offsets that will enable electric utilities to invest in agriculture and forestry, including tropical rain forest preservation, as a means of meeting their emission reduction requirements under the law. Therefore, by using offsets, electric utilities can continue using coal while at the same time reducing greenhouse gas emissions.

Under our agreement, separate legislation I have introduced to accelerate the flow of federal funding for the latest generation of carbon capture and storage technologies, will be enacted into law. Under that measure, $1 billion annually will be devoted to the development of these technologies for a ten year period, and estimates are that with this funding they will be available and reliable in 2020. This technology development is essential to achieving our long term goals for greenhouse gas controls while at the same time preserving coal jobs, allowing increased coal production and keeping electricity rates affordable.

Throughout the course of the negotiations, I have been in continuous discussions with a number of stakeholders including the coal industry, electric utilities and the United Mineworkers, and we are broadly in agreement that the legislation that is the product of our compromise should now move through the Energy and Commerce Committee to be considered in the full House of Representatives.

We also are in agreement that further improvements in the legislation should be sought after it is approved by the Energy and Commerce Committee, and I am committed to seeking those additional improvements. One key improvement which I believe to be necessary is a change in the level of greenhouse gas reductions that will be required by 2020. Chairman Waxman’s initial proposal was a 20 percent reduction based on 2005 levels by 2020. Our agreement for purposes of committee consideration sets the level at 17 percent. I continue to believe that a 14 percent reduction would further our goals of preserving coal jobs, increasing coal sales, and keeping electricity affordable, and I will continue to promote in future steps within the legislative process a 14 percent target for emissions reductions for 2020. In addition, I remain concerned about the short length of the phase out of the electricity sector allowances after 2025, the remaining discount on international offsets which emerges after 5 years, and other matters.

Despite these reservations, and my commitment to seeking additional improvements, I do support moving the legislation through our full committee. I will be voting yes, I encourage other members to vote yes and to work constructively with Chairmen Waxman and Markey as this measure goes to the floor of the House, and also, hopefully, with our Senate colleagues as it is considered there and in conference.

Let me just say a word about our negotiations. They have been intense, but they have been collegial. They were well structured and methodical, and they have proven ultimately to be successful. And I want to commend Chairman Waxman and Chairman Markey for a superb process in which they accommodated my concerns, they solicited my views, they listened to our arguments, and they were willing to make sure that our core needs were met. I very much appreciate that process and their cooperation in this effort, and I am pleased that we have achieved agreement on many key matters.

Facing Tehran alone

Israel’s back is against the wall. To the south it faces Iran-backed Gaza, a terrorist state dedicated to Israel’s destruction. To the north lies Iran-backed Lebanese territory, equally bent on Israel’s destruction. About 1000 kilometres to the east lies Iran, itself, which will soon have a nuclear bomb and the delivery system needed to detonate it 600 metres above Tel Aviv – the height at which an exploding nuclear bomb best incinerates a populace.

And, for the first time in a generation, Israel is no longer confident that it has a reliable ally in the U.S.

The threat that weighs on Israelis is palpable. In Iran, where some 6000 centrifuges continually churn out bomb material, the countdown to the creation of a nuclear bomb nears its end. Many Israeli analysts believe the countdown will end mere months from now; few Israeli analysts disbelieve Iran’s pledge to eradicate Israel. While those centrifuges have spun inexorably, year after year bringing Israel closer to the brink, the EU and the U.S. have urged Israel to show restraint. "Don’t take out Iran’s nuclear weapons program the way you did Saddam Hussein’s," they have urged, arguing that doing so could lead Iran to unleash terrorist attacks on Western targets and to block oil shipments to the West from the Middle East. Instead, the EU and the U.S. promised to employ tough economic sanctions against Iran to bring it to the negotiating table.
Israel has never had any illusions about the EU — the Europeans enjoy booming trade with Iran at the same time they warn of sanctions – but it did bank on the U.S. coming to its rescue, so much so that it eschewed early opportunities to take out Iran’s nuclear facilities, when the task would have been relatively easy.


Now, Israeli hopes are shattered. Even before the Obama administration came to power, U.S. Defence Secretary Robert Gates announced his opposition to any strike against Iran. With the advent of the Obama administration, Israel now finds itself cast as the bad guy and made a diplomatic target by the U.S.


If not for Israel’s intransigence in returning land to the Palestinians, the Obama Administration recently suggested, the Arab world would be pressuring Iran to abandon nuclear weapons. Leaked administration reports indicate that the U.S. will play hardball with Israel, unilaterally imposing on Israel a resolution of the Israeli-Palestinian dispute. Secretary Gates, whom Obama kept in his administration, remains adamantly opposed to an Israeli military strike. And to provide a foretaste of the ratcheting up of pressure to come, U.S. Assistant Secretary of State Rose Gottemoeller, in a presentation at a U.N. meeting of the Nuclear Non-Proliferation Treaty earlier this month, stated that the U.S. had as a fundamental objective "universal adherence to the NPT itself, including by India, Israel, Pakistan and North Korea."

This identification of Israel as a nuclear weapons state shook Israel. For one thing, following a 1969 agreement between Golda Meir and Richard Nixon, it had been U.S. policy not to press Israel to sign the Nuclear Non-Proliferation Treaty. Neither had the U.S. since then acknowledged Israel’s nuclear program, and certainly not in the same company as North Korea and Pakistan. Perhaps most troubling of all, this change of U.S. policy toward Israel was done without consultation or even advance notice – Israel learned of it in the press.
On Monday in Washington, an Israeli prime minister will meet with a U.S. president less as the strongest of allies, as in such meetings in past decades, than as antagonists. President Obama will press Prime Minister Benjamin Netanyahu to make concessions that, in Israel’s view, threaten its very existence. For his part, Netanyahu will press Obama to agree that negotiations with the Iranians need to end on a date certain, before the Iranians complete their countdown to a bomb.

A year or two ago, Israel held out hope that, if an attack on Iran’s nuclear facilities proved necessary, the U.S. would spearhead the attack. Today, although the U.S. Congress and the U.S. public support Israel, the most that Israelis dare hope for is that the U.S. administration will provide passive assistance, by allowing Israeli jets to fly over Iraq for their attack on Iran. What Israelis dread the most is the possibility that the permission won’t be forthcoming and the U.S. military will shoot Israeli jets out of the skies.
Netanyahu now has few options. He knows that there is no time for negotiations with Iran to succeed, not even in theory, particularly if Obama doesn’t expect those negotiations to bear fruit until after the Israelis and Palestinians arrive at some understanding. Obama’s linkage of the two issues can only be seen as providing Obama with an explanation down the road for why engaging the Iranians failed to persuade them to abandon a nuclear bomb.
Netanyahu also knows that the Obama administration’s end game – to have Israel and everyone else learn to live with a nuclear Iran – would be untenable. Iran is already the chief supplier of arms to the region’s terrorists. What would the region be like once Iran is producing nuclear weapons at its ultimate expected capacity of 25 to 30 per year? How could any of Israel’s neighbours feel secure enough then to dare make peace with Israel?

Finally, Netanyahu knows that the Iranian bomb will almost surely be completed on Obama’s watch, offering no prospect that a sympathetic U.S. president might help Israel stop Iran’s countdown – virtually all Israeli estimates show Iran having the bomb sometime between 2009 and 2012.
The upshot: Netanyahu has nothing to gain by delaying an attack. With delay off the table, Netanyahu has but two military choices.
He can attempt to destroy Iran’s nuclear installations, a high-risk venture likely to achieve only limited success, and at high cost to Israel’s air force. Or he can destroy Iran’s energy infrastructure, a low-risk military operation that would, in effect, impose the harsh sanctions on Iran that the West has long promised.


Either way, the West is likely to face Iranian retaliation and the major disruption to world oil supplies that it has long dreaded.

Ice in the Arctic on the Rise?

According to scientists at the IARC-JAXA International Arctic Research Center in cooperation with the Japan Aerospace Exploration Agency (IARC-JAXA) the arctic sea ice extent for May 1st is at its highest level in more than six years.

For those readers who don’t know what the arctic sea ice extent is (and really, who would), it’s the area of sea ice covering the ocean where sea-ice concentration (SIC) exceeds 15%. More simply, sea ice extent is frozen ocean water.

We’ve made a chart analyzing the number of square kilometers of sea ice extent on May 1st going back to 2003.

For global warming enthusiasts the numbers may be a bit off-putting, as they might be evidence that the arctic is not in irreversible decline. But the numbers are also evidence that statistics concerning climate change can be very misleading. Are this year’s number’s an aberration, due to an exceptionally cold winter? Possibly. Furthermore, looking at the statistics for Septemeber 1st, it appears as if acrtic sea ice extent IS declining. Which statistic is more telling?

Arctic ice is expanding and it is contracting — making reports of either outcome, in isolation, both accurate and misleading.

Skeptics Inside Obama's White House

Global warming may save more lives than it costs, its effect on climate-sensitive diseases in the U.S. may be minimal, and global warming science itself is uncertain.
This assessment appears in an internal White House memo entitled "Deliberative-Attorney Client Privilege," which was compiled from the opinions of 12 federal agencies and departments that had concerns with a proposed EPA finding in April that greenhouse gases pose dangers to public health and welfare. 

The thrust of the memo was to demonstrate the EPA was coming to conclusions that were unsubstantiated and sometimes misinformed, and to encourage the EPA to address many deficiencies in its finding. The deficiencies include:

• "The finding rests heavily on the precautionary principle, but the amount of acknowledged lack of understanding about basic facts surrounding GHGs seem to stretch the precautionary principle to providing for regulation in the face of unprecedented uncertainty."
• the EPA Administrator should explain how she "weighed the scientific evidence related to each impact or how/whether she gave more or less weight to particular impacts for either the public health or the welfare finding and how she weighed uncertainty in her deliberations."
• "The Finding should also acknowledge that EPA has not undertaken a systematic risk analysis or cost-benefit analysis."
• " there is a concern that EPA is making a finding based on … ‘harm’ from substances that have no demonstrated direct health effects, such as respiratory or toxic effects"
• "there should be a consideration of the fertilizing effect of CO2, which may overwhelm the negative impact of additional hot days on agricultural yields in some regions of the US. In others regions, the net effect is likely to be negative.
In addition, the memo indicated that the EPA’s Finding could lead to needless and costly regulation.

Obama's cap and trade plan "monstrously stupid"

President Obama’s proposal for a cap and trade system to head off global warming would be "monstrously stupid," according to Berkshire Hathaway Inc. CEO Charlie Munger, in an interview with CNBC. "It would be a huge shock to the economy and it wouldn’t accomplish very much given the fact that the vast majority of the pollution, or rather the CO2, is coming from a place like China.  And so I think it would be almost demented if we would rush into cap and trade right now in the middle of this economic crisis."
Munger’s comments are striking given the friendship that his boss, Warren Buffet, has with Obama.

While Munger does not rule out that global warming exists, he does dismiss concerns that it could lead to catastrophe. If the sea level rises, the resulting dislocations would simply require capital investment in new infrastructure, he told a 2007 investor meeting. "I don’t think it’s an utter calamity for mankind though. You’d have to be a pot-smoking journalism student to think that."

Ottawa’s low-carbon energy projections leave Canada producing more energy from coal, oil sands, nuclear and forests. This is green?

Here’s a toast to the National Round Table on the Environment and the Economy for providing us with a vision of what a carbon-lite Canada looks like. A toast, too, to environmental groups like Pembina, for endorsing the Round Table’s vision and letting all Canadians in on the future that these carbonistas foresee for us.

First, they say we need coal, lots of it, and especially lots of coal mining, if we’re to reach their vision. In fact, under the Round Table’s recently released blueprint — Achieving 2050: A Carbon Pricing Policy For Canada — the coal mining sector, enhanced by carbon capture technology, is one of the economy’s big winners, attracting a growing share of investment. Thanks to these new government-subsidized carbon technologies, remote, coal-rich mountains could become worthy of plunder for the first time.

Next, they say we need lots of crude petroleum, most of which will be invested in boosting the tar sands — petroleum crude extraction is another big winner in the carbonista economy. As the Round Table enthused in a background document, Canada will be an energy superpower, a “leading provider of world energy.”

Natural gas is also a winner, completing the Round Table’s government-subsidized blessing of all forms of fossil fuel extraction. The Round Table seems troubled not at all by the inevitable scarring of the countryside that accompanies mining for coal and tar-sand bitumen, presumably because those harms will be forgiven in full with the emergence of new technologies to capture and store carbon dioxide. Neither does the Round Table seemed bothered by the possibility that the carbon storage technologies are doomed to fail, as many predict. That may be because the Round Table has a better purpose for the carbon than storage — more energy production. By pumping the carbon dioxide underground in a process called “enhanced oil recovery,” the Round Table expects we’ll be able to extract even more fossil fuel energy.

The Round Table’s obsession with making Canada an energy superpower isn’t limited to fossil fuels. Its plan calls for the takedown of our forests — they’ll be needed to produce ethanol for cars. And for mega dams in Labrador, Quebec, Ontario and Manitoba, along with little dams everywhere. And for massive new transmission corridors to carry wind power to urban markets from remote regions and to carry power of all sorts in an east-west direction, from province to province.

But the biggest energy bonanza of all would fall to the nuclear power sector, particular in Ontario, where the Round Table projects some 24,000 megawatts of new nuclear construction. That works out to some 20 giant nuclear reactors of the kind that Atomic Energy of Canada Ltd. now touts — each one twice the size of a typical Pickering reactor. To have these built by 2050, as the Round Table recommends, the reactors would need to come on stream in rapid-fire order. After the first of them was completed a decade from now, the following 19 would pop up at the rate of one every 18 months, giving Ontario the developed world’s most ambitious nuclear program, and making Canada the developed world’s most energy-intensive economy by far.

With Canada awash in all this energy, you’d think prices might fall. Think again. Households in Alberta and Ontario face electricity rate hikes “in the order of 50% by 2050,” the Round Table tells us, while “For space heating and domestic hot water in houses, natural gas costs could increase by about 60%.” We’ll be using less of the energy ourselves, it explains, the better to increase our exports to others and maintain “Canada’s growing role as a major energy exporter.”

To them, it’s all quite idyllic. The report writers revealed life in 2050, where large scale manufacturing and industry has largely vanished, along with the car and the single family home, and Canada has become a nation of artisans, techies and service providers. “Housing densities have increased to the point where 70% of Canadians live in some form of multiple dwelling. With the majority of jobs in services and light manufacturing, these land uses are integrated into residential developments so that it has become common to live and work in the same ‘walkable’ neighbourhood or work at home for several days each week.”

The cost to the economy of this nirvana? Not much if done right. “With an efficient carbon pricing policy, the overall economy would likely be reduced in size from what it would have been by only about 1% to 3% in 2020 and 3% to 5% in 2050.” The cost to the individual? It would fall disproportionately on the poor: “For the 20% of Canadians with lowest income, a carbon price of $100 per tonne in 2020 would add approximately $1,000 a year to living costs.” The Round Table report doesn’t tell us what the costs to the poor will be by 2050, when the carbon price doubles to $200 or what our fate will be if, after we turn our economy and our society inside out, its fantastical projections don’t work out.

But the Round Table also doesn’t want us to take its computer model simulations too seriously, because it as much as admits, and repeatedly so, that its work is tantamount to navel gazing on a computer game. As it explains in describing how its proposals might affect different Canadian industries and consumers, “the NRTEE recognizes the uncertainty inherent in our analysis, and therefore the following should be viewed as directional at best.”

At best, the Round Table is pointing us in the right direction. More likely, it has it all backwards, and it is asking Canada to embark on a course of economic and environmental destruction based on predicting the future half a century out assuming the existence of technologies that may never exist to solve a global warming problem that may never have existed.

The blockade, which led to the release of 11 trade unionists being held by the junta, is credited with loosening the military grip on the country’s political system and preventing it from bringing a nuclear reactor on line. Paying Respect to Longshoremen

The New Brunswick longshoremen who blockaded the shipment of heavy water to Argentina’s military government thirty years ago were given a celebration at Saint John’s City Hall last week. The blockade, which led to the release of 11 trade unionists being held by the junta, is credited with loosening the military grip on the country’s political system and preventing it from bringing a nuclear reactor on line.

Norm Rubin, then new Energy Probe’s new Nuclear Researcher, helped initiate the blockade. Norm was  at a meeting with Enrique Tabatha, Argentine activists and a number of organized-labour officials and suggested they use the shipment of heavy water as the hook to raise awareness of Canada’s support for the military regime. He also played an integral role in helping them locate the containers that contained the heavy water.

“The blockade was just what everyone saw,” said Rubin. “But there was a lot of behind-the-scenes activist work that pulled the whole thing together.”

Enrique Tabatha, the Argentine ex-pat who helped organize the blockade in 1979, was at the celebration in Saint John to announce that the current government in Argentina plans to honour the longshoreman for participating in the blockade. He said the longshoremen will receive The Order of the Liberator San Martin—Argentina’s most prestigious award for foreigners—in the near future.

In 1979 the longshoreman refused to load around $120 million of heavy water headed for a CANDU project in Argentina. The blockade came as political leaders and activists groups around the world criticized the military regime for its political killings—many of which were trade unionists. The protest attracted attention from media organizations around the globe and helped highlight the junta’s violent oppression of workers and critics.

“The blockade became a way to raise awareness of the junta to ordinary Canadians,” said Rubin. “Before the blockade, a lot of Canadians may not have been aware of what the military regime in Argentina was doing to its own citizens.”

Thick Arctic ice confounds scientists

Ice in the Arctic is often twice as thick as expected, report surprised scientists who returned last week from a major scientific expedition., The scientists – a 20-member contingent from Canada, the U.S., Germany, and Italy – spent one month exploring the North Pole as well as never-before measured regions of the Arctic. Among their findings: Rather than finding newly formed ice to be two metres thick, "we measured ice thickness up to four metres," stated a spokesperson for the Alfred Wegener Institute for Polar and Marine Research of the Helmholtz Association, Germany’s largest scientific organization.

The Alfred Wegener Institute is one of the six research organizations involved in the month-long expedition, called Pan-Arctic Measurements and Arctic Climate Model Inter Comparison Project. The other five include three from Canada (Environment Canada, University of Alberta, York University) one from the U.S. (National Oceanic and Atmospheric Administration) and one from Italy (Institute of Atmospheric Sciences and Climate.

The path-breaking project broke new ground by employing the Polar 5 (see photo, left), a fixed-wing aircraft, rather than a helicopter with its more limited range. The Polar 5 not only landed in the Arctic ice, it towed a device called EM-Bird on an 80 metre-long rope 20 metres above the ice surface. The EM-Bird conducts electromagnetic (EM) induction sounding for ice thickness measurements.

The thickest ice that the expedition found was at Ellesmere Iceland, where thicknesses often exceeded 15 metres.
