Aldyen Donnelly: NRTEE’s new economy doesn’t have any manufacturing in it

For the very first time I actually agree with the major findings outlined in one of Dr. Jaccard’s reports. In this regard, there are only two tables in the new NRTEE (National Round Table on Energy and the Environment) report that really matter. Figure 20 from page 81 says, clearly, that after implementation of the NRTEE recommendations Canadian raw resource extraction activities (items M, N, O in the table) are going to increasingly contribute to Canada’s GDP through 2050, but acts of adding value to our raw resources (A through F plus H and I) will be removed from the Canadian economic landscape. The Figure’s forecast substantial reduction in commercial freight’s contribution to Canada’s GDP (column C) is also significant, suggesting that the modelers are forecasting the demise of Canada’s major ports and our non-energy resource trading activity.

Some aspects of the table strike me as quite remarkable. For example, today, Canada’s electricity sector contributes less than $2 of GDP for every $10 our manufacturers contribute. When we apply the % changes in contribution to GDP shown in the graph to actual Statistics Canada 2006 estimates by sector, this graph suggests that by 2020 the tables will turn and Canada’s electricity sector will be contributing $5 to $6 of GDP for every $1 our manufacturers are contributing. The % increase in biofuels production in the forecast is large, but it derives from a tiny baseline. The contribution to GDP or forecast new biofuels industry is a small fraction of the GDP lost in manufacturing. When multiply the 2006 baselines for the sectors included in Figure 20 by the suggested % changes, I am left with a large whole in Canada’s 2020 GDP. One might ask Dr. Jaccard to release a complete table breaking down the entire CIMS forecast for the post-policy make-up of Canada’s GDP in 2020. Specifically: what is the government expenditure share of GDP in 2020 after we implement the NRTEE recommendations?

I absolutely see how the report’s recommended policy/tax strategy will achieve the stated GHG reduction objectives. After all, GHGs are byproducts of the resource value-adding processes. It is pretty easy to agree that implementation of the plan outlined in the NRTEE report will result in a substantial shift of capital investment away from Canadian value-adding activity to build a new Canadian economy dependent almost exclusively on energy exports. I completely agree, therefore, with the essential finding illustrated in this figure: if the government of Canada adopts NRTEE’s recommendations, we will see massive shrinkage in our goods producing sectors and increased long term dependence on raw resource extraction and exports and power exports for our economic survival.

 

The second meaningful–or perhaps curious–table is the following: 

Figure 17 suggests that the disposable income gap between Canada’s poorest and richest families will, somehow, narrow quite significantly between 2009 and 2020. I have not yet found the explanation for this phenomenon in the report. but this table tells us that CIMs anticipates that between 2009 and 2020 the disposable incomes of Canada’s poorest families will grow 2.27 times, while the disposable income of our wealthiest families will grow only 1.76 times from 2006 actual levels. It is not apparent, in the report, how we will accomplish this reversal of the trend of the last 15 years of higher incomes growing faster than lower incomes, especially given the highly regressive nature of carbon/energy consumption taxes.

The authors note that the illustrated estimate of the impact of the carbon tax on disposable incomes assumes not abatement efforts. The authors fail to note that as of 2006 over 50% of the poorest 20% of families did not own any car, while over 90% of the 40% wealthiest families owned more than one vehicle. Also, as of 2006, 65% of the poorest 20% of families rent their homes and have limited control over heating and appliance choice, while over 85% of the 40% wealthiest families own their own home and have heating system and appliance choice. Clearly, even if the poorest families can secure credit, their energy cost abatement/tax avoidance options are extremely limited compared to the 40% wealthiest of families. Many studies demonstrate that low income household do not/cannot "respond to the price signal". The analysis falls short in its failure to reflect that known fact either in the Figure or in the text referencing the Figure.

Perhaps I should also note that the economic shift to resource production/exports that is implied in the NRTEE report’s Figure 20 is consistent with the experience of other nations that have: (1) executed a "green shift" and (2) have any domestic fossil fuel reserves. Probably most notable is Denmark. We all often read of the growth in Denmark’s electricity technology and power exports, which is typically attributed to that nation’s green shift. What is rarely reported is the fact that the post-"green shift" Danish economy is more dependent on fossil fuel trade (both imports and exports) than any time in the nation’s history (see below). In this regard, it can be said that the CIMs model output does a pretty good job of reflecting the actual economic shifts that have been experienced in the countries whose policies the modelers advise us to import to Canada.

How is the NRTEE’s proposed carbon tax scheme is so different from the energy tax structure in the UK?

UK budget documents for 2006 include the following table, which shows that UK hydrocarbon taxes eat up almost 2 times the % of low income families’ disposable income that they take from wealthy families. (It is worth noting that the UK "Climate Change Levy" (CCL) is not reflected in this table. The CCL raises only 700 million pounds sterling in annual revenues and applies only to energy sales to UK manufacturers. Residential and commercial customers are CCL exempt, as are UK oil and gas producers, refineries and power producers.)

Note that the UK reports that while Value Added Tax (like our GST) is almost as regressive as the energy tax. I must admit, I thought VAT would be less regressive than found in the UK. I guess alot depends on which commodities are VAT-exempt. Any plan to finance income tax cuts with energy tax revenues makes our tax system substantially less progressive. This makes Figure 17 in the NRTEE report more curious in its suggestion that disposable incomes for the poor will grow faster than for the rich under the policy recommendation.

In passing, I also think it is important to note that industries often adjust wholesale prices to shift tax burdens from one class of customers to another. For example, we know from the BC government budget documents that BC collected just under $60 million in the form of gasoline and diesel taxes over the last 6 months of 2008. But Statistics Canada reports that tax-included diesel fuel prices fell by at least $0.03/litre over that period and gasoline prices actually increased by a factor a little larger than the new tax. Given the dramatic fall in wholesale gasoline and diesel price increases, it is apparent that over the first 6 months of the BC carbon tax: (1) transportation fuel distributors realized a combined fuels margin increase at least equal to the tax increase and (2) they adjusted wholesale prices to shift 100% of the road fuel tax increase non-commercial (gasoline) consumers and away from the largely commercial (diesel) consumers. Perhaps not surprisingly, BC diesel fuel sales increased an unprecedented 8.8% over the prior year (on an annualized basis) in the first year of BC’s carbon tax. BC gasoline consumption fell very slightly, exactly in line with the average annual rate of change that has been established in BC since 2000.

A primer for global warming deniers

Another day, another denier comes forward to challenge the views of Al Gore and the UN’s Intergovernmental Panel on Climate Change. The number of scientists who are speaking out for the first time is heartening — I take it as a sign that the climate of fear is subsiding, and that reason may soon reign in this politically charged debate.

But I find one aspect of the coming out of the deniers to be tiresome — a seemingly obligatory statement to the effect that they care about the environment, often coupled with bromides on energy policy that are not only trite but wrong.

Take Leonard Weinstein, now a Senior Research Fellow at the National Institute of Aerospace, formerly a top scientist at NASA where he worked for 45 years, along the way amassing 11 patents and some 50 awards, including being named the American Institute of Aeronautics and Astronautics Engineer of the Year in 1999. This week, Weinstein formally declared himself a sceptic by releasing a paper in which he concluded “that there is NO real supporting evidence and much disagreeing evidence for the AGW[anthropogenic global warming] theory as proposed.”

Then Weinstein gratuitously ventures into territory outside his science ken through this seemingly safe statement: “Decreasing availability of oil and anthropogenic pollution (not greenhouse gasses) are real issues. Acid rain, smog and dirty water sources do need to be fixed. The problems associated with high fuel prices, and dependence on sources of energy from possibly less than friendly foreign countries are critical. While we can’t solve the problems with a single magic bullet, more nuclear power plants, along with wind and solar power, could fill much of the gap. There are solutions, but first we have to identify the correct problems.”

Yes, it’s important to identify the correct problems, and the non-problems, not just on global warming but on energy policy.

More nuclear, wind and solar as a solution to high fuel prices and oil imports? Not a chance, at least not anytime soon.

First, nuclear, wind and solar cannot today substitute for oil, which primarily fuels cars and is a feedstock for plastics. Nuclear, wind and solar are primarily used to produce electricity. Even if electric vehicles that ran on affordable batteries existed — despite the hype, no battery breakthrough has yet occurred — these three would still not substitute for oil because all three are uneconomic.

In large part, nuclear, wind and solar are uneconomic for the same reason: They are inflexible technologies that cannot be dispatched. Unlike other methods of generating electricity — from fossil fuels such as coal and natural gas or from falling water — nuclear, wind and solar systems cannot moderate their output to meet society’s fluctuating demands for power. Nuclear reactors run flat-out 24/7, wind technologies depend on whether the wind happens to blow, solar technologies on whether the Sun happens to shine.

Because power companies make little or no money at periods of low demand, and are lucrative when meeting peak needs, power technologies that can be dispatched tend to be money makers and those that can’t tend to burn money. Of the three, only solar technology — because its production costs continue to drop and because it produces power during daylight hours, when demand is higher and the need for dispatch lower — is likely to become commercially viable in the next decade.

Next, Weinstein worries about the decreasing availability of oil, and America’s reliance on hostile suppliers. In fact, the world’s oil reserves have increased by 36% over the past two decades, excluding the massive unconventional reserves in Canada’s tar sands and America’s oil shale. As for American dependence on hostile countries, this is more myth: America’s only suppliers that could be considered hostile are Venezuela, which meets about 6% of U. S. needs, and Russia, which meets 2%. The entire Persian Gulf meets only 12% of U. S. needs, and that 12% comes from three allies: Saudi Arabia, Iraq and Kuwait.

The true enemy of American energy independence is the American government, whose politically driven regulations unduly restrict environmentally sound fossil fuel development while perversely subsidizing uneconomic energy-producing and energy-consuming industries.

Finally, Weinstein treats fossil fuels as environmental pariahs. In fact, decades of environmental pressure has led to immense improvements in coal and other fossil fuel technologies, making them no less virtuous than many renewable fuels. At the same time, some renewable technologies are losing their aura: New research shows that ethanol can be a greater threat to air pollution and water supplies than gasoline, and wind farms have become the most unwanted of neighbours.

Weinstein’s straying in energy policy shouldn’t dissuade people from checking out his illuminating analysis of anthropogenic global warming, found at climaterealists.com. He and the others who are coming out of the closet deserve kudos for speaking out at all. When sceptics are able to speak without feeling compelled to ward off accusations that they are environmental pariahs, we’ll know that the climate of intimidation has entirely dissipated.

An Independents Look at the Global Warming Issue

The views shown here are my personal ones. They were developed by my independent review of the literature and data regarding Anthropogenic Global Warming (AGW).
It is not obvious what the ideal temperature and CO2 level should be for mankind. We tend to assume that the average of whatever has occurred in the recent past is the ideal level, since we have adjusted to that level, and changes from that level can cause disruptions in living conditions and activities. There is no argument that there have been significant temperature and CO2 (and Methane) increases in recent years. The issue is whether these were possibly related and were due to human activity, and whether this is a potentially significant problem.
It is clear that we get excited at anything different that happens in a time period that spans a large fraction of a lifetime, even if it is not unusual compared to time periods more distant in the past. In order to examine the AGW claims, temperature data covering the last several thousand years was examined for widely separated ice core and ocean sediment core sources. Conclusions from these curves are that the temperature goes up and down 1.50C to 20C about every thousand years. The present increase is not higher than several other times in the period examined, and the speed of change is typical. Curves can be seen here: While we clearly have recently experienced a period of warming, the last several years have actually been dropping! There is no indication that the period of warming was unusual based on comparison over a reasonable time scale! If the present were unusual, then all previous times of rapid change and high levels would also have to be unusual, and where is the anthropogenic causes for those times?
In order to prove a theory, specific predictions need to be made that are based on the claims of the theory, and the predictions then need to happen. While the occurrence of the predicted events is not proof positive of a theory, they increase the believability of the claims. However, if the predictions are not observed, this tends to indicate the theory is flawed or even wrong. Some predictions and conclusions are shown here. It has become quite clear to the author that the AGW theory is flawed. Human produced greenhouse gases almost certainly have affected the global temperature somewhat, but the evidence clearly shows that contribution is small compared to natural causes, and not a problem.

Dr. Leonard Weinstin (former NASA Senior Research Scientist) Shows How AGW Is Not A Problem

Dr. Leonard Weinstein worked 45 years at the NASA Langley Research Center, finishing his career there as a Senior Research Scientist. Dr. Weinstein is presently a Senior Research Fellow at the National Institute of Aerospace. He is now a critic of the anthropogenic theory of global warming. His analysis shows that man has contributed less than 0.30C of warming and by the year 2100 may contribute less than 0.40C additional warming. This is much less than what the United Nations IPCC has predicted and of course a small fraction of what alarmists such as Al Gore and James Hansen have predicted.

Below is a summary of Dr. Weinstein’s work, we highly recommend you follow the links to read the complete papers. His work is compelling and is yet one more example of a prominent scientist that disagrees with the anthropogenic theory of global warming.

“Preparing for the possibility of an impending ice age along with the possible consequences of a reduction in Earth’s magnetic field are real concerns. Concern with relatively small effects of possible anthropogenic caused global warming is a misplaced distraction, and will probably lead to the public losing confidence in scientists, and could weaken the support needed when real problems occur.”

Bio of former NASA Senior Research Scientist Dr. Leonard Weinstein, ScD

Leonard Weinstein received a B.Sc. in Physics in 1962 from Florida State University. He started work at NASA Langley Research Center in June 1962. While at Langley, Leonard obtained his Master and Doctor of Science degrees in Engineering from the George Washington University. He continued to work at NASA Langley until June 2007, ending as a Senior Research Scientist. Dr. Weinstein has had a career that is recognized for innovation. He has over 90 publications, including 11 patents. He has received numerous awards, commendations, and recognition’s for innovative experimental research, including an Exceptional Engineering Achievement Medal, an IR-100 award, the 1999 American Institute of Aeronautics and Astronautics (AIAA) Engineer of the year, the James Crowder Award, and over 40 other awards and recognitions for innovative experimental research. Dr. Weinstein is presently a Senior Research Fellow at the National Institute of Aerospace.

Australia becoming a Denier Nation

A break from faith in Australia! The continent down under, which until recently adhered to a strict form of global warming dogma, is experiencing an enlightenment.
“Beware the climate of conformity,” warns the headline for a column on global warming in the Sydney Morning Herald.

“What I am about to write questions much of what I have written in this space, in numerous columns, over the past five years,” starts the column by Paul Sheehan, one of Australia’s top authors. “Perhaps what I have written can withstand this questioning. Perhaps not. The greater question is, am I – and you – capable of questioning our own orthodoxies and intellectual habits?”

Sheehan closes by answering in the affirmative, with “a reminder to respect informed dissent and beware of ideology subverting evidence.”

“Wong is wrong on ETS,” runs an editorial in The Australian, criticizing Climate Change Minister Penny Wong for her proposal to introduce an Emissions Trading Scheme in the midst of a recession. Instead, the newspaper asks the government to listen to the Australian Coal Association and the Australian Industry Group and postpone any decision for at least a year, if not forever. Jobs and the economy should not be threatened, the paper declares, particularly when climate change is an unproven theory.

“Garnaut turns on Government’s greenhouse scheme,” reports the Australian Broadcasting Corporation, advising its audience that “The future of the Government’s greenhouse gas trading regime is under question again, this time from the man who helped to design it.

“Ross Garnaut – who headed the Government’s review of climate change policy – has told a Senate Committee that it might be better if the scheme in its current form is not passed into law.

“That adds to the growing uncertainty about emissions trading, which is due to be up and running by next year.”
Still more: “Climate change science isn’t settled,” announces an opinion piece in The Australian by Canadian geologist Jan Veizer of the University of Ottawa. Veizer mocks the notion that “the tiny – biologically controlled – carbon cycle drives the climate.”

And more: “Planet doomsayers need a cold shower,” writes Miranda Devine in the Sydney Morning Herald, in an extensive article that damns “the global warming scare campaign.” She cites at length a hugely influential new book by University of Adelaide geologist, Ian Plimer, Heaven And Earth (subtitled “Global Warming: The Missing Science”).

It is “a comprehensive scientific refutation of the beliefs underpinning the idea of human-caused climate change,” she explains, pointedly noting that Plimer’s book was written “for those out there with an open mind wanting to know more about how the planet works. The mind is like a parachute. It only works when it is open.”

Plimer’s book could not have landed at a more opportune time. With Australia’s resource-based economy rocked by recession, large swathes of the public are for the first time asking themselves if the job losses and economic dislocations that would come of reducing carbon dioxide emissions are really necessary. At the same time, the Australian Senate Select Committee on Climate Policy is hearing testimony on the wisdom of an Emissions Trading Scheme. Not only have the politicians running the proceedings decided to allow climate sceptics to express themselves, much of the press has decided to report their views fairly.

Into this global warming glasnost that Australia is experiencing steps Plimer, with perspectives that would once have been derided and dismissed.

To those who claim it is economically prudent to curb greenhouse gases based on the information known to date, Plimer responds that the business world would never “make trillion-dollar decisions without a comprehensive and expensive due diligence.” To those who claim that an overwhelming consensus of scientists associated with the United Nations climate change report have concluded that man is responsible for bringing us to global warming catastrophe, Plimer points to the report’s chapter dealing with man’s role, which is “based on the opinions of just five independent scientists.”

Thanks to Plimer, the press and politicians, Australia is likely to become the developed world’s third Denier Nation, after the Czech Republic, where only 11% of the public blame humans for global warming, and the United States, where only 34% blame humans.

Toronto Trying to Force Green Roofs – Could Your City be Next?

North of the border a controversy is starting to gain steam in the nation’s largest city, Toronto. The city has proposed a by-law that would make ‘green roofs’ mandatory in new construction of condos higher than 7 storeys and office or retail complexes greater than 54,000 square feet (about 1/4 of a Wal-Mart Supercenter). The proposed law would require 30-60% of the surface area of buildings’ roofs to be green (depending on the size of the building) and violators would be subject to fines up to $100,000.

A green roof is partially or completely covered with vegetation and soil that has been planted over a waterproof layer on top of the standard roof of a building. The benefits of these roofs are many, including reduced storm water runoff, reduced noise pollution, and increased longevity of the roof by protecting it from natural elements.

Green roofs are also getting attention in this era of greenhouse gas mitigation because of their potential to reduce energy use. The layer of soil and vegetation above the traditional roof provides an additional layer of insulation that reduces cooling in the summer and heating in the winter. Green roofs also reduce the severity of the urban heat island, which is the increase of city temperatures by several degrees over surrounding rural areas. A reduction of the heat island effect means a cooler city and less energy used for air conditioning.

So why all the fuss in Toronto? A battle is evolving between the City of Toronto and the powerful land development industry. For several years the city has been led by a pro-environment mayor who is determined to make Toronto a global centerpiece of environmental responsibility. Some representatives of the city council are so dedicated to the green roof plan that they want it broadened in scope. Deputy Mayor Joe Pantalone has asked city staff to deliver an expanded green roof by-law that would include schools, low-rise commercial buildings, and even private residences.

The developers are publicizing the additional costs involved with building a green roof, which they claim is $18-$28 per square foot over traditional roofs. They argue that this will result in more expensive housing, office space, and retail goods, costs that will be passed on to the tax-paying consumers of these products.

The city has decided to postpone a scheduled April council vote so that the issue can be discussed by the Toronto Planning and Growth Committee again on May 6.

A number of questions came to mind as I reviewed this intriguing story:

  • Instead of strong-arm regulatory tactics, wouldn’t incentives or tax breaks be a much more appealing way to encourage green roof construction? This voluntary approach has been promoted by the developers as a reasonable alternative to the proposed by-law
  • Has the City of Toronto researched the realities and benefits of implementing and maintaining these roofs on such a large scale? Lawrence Solomon of the Financial Post raises some excellent points and encourages the city to be deliberate and proceed with caution. A pilot project and comprehensive life cycle assessment of green roofs would be logical approaches before approving a city-wide by-law
  • Most importantly, is the city overstepping its bounds by trying to force this kind of expensive building construction? There are a myriad number of ways that the government influences the construction of buildings. Often this is in the name of public safety, such as sprinkler regulations and electrical codes. Can a by-law that has been proposed to combat climate change be considered a public safety law? Or is this an example of a city going too far by trying to regulate a component of construction that is best left to market-based approaches?

If this by-law does pass, it will be interesting to see if this kind of regulated green development policy will spread to other cities in North America.

Design Guidelines for Green Roofs

Green roof infrastructure promises to become an increasingly important option for building owners and community planners. As we move into the 21st century, green roofs can address many of the challenges facing urban residents. Life cycle costing indicates that green roofs cost the same or less than conventional roofing and they are an investment which provides a significant number of social, environmental and economic benefits that are both public and private in nature. These benefits include increased energy efficiency (from cooling in the summer and added insulation in the winter), longer roof membrane life span, sound insulation, and the ability to turn wasted roof space into various types of amenity space for building occupants. Green roofs filter particulate matter from the air, retain and cleanse storm water and provide new pportunities for biodiversity preservation and habitat creation. They generate aesthetic benefits and help to reduce the ‘urban heat island effect’ – the overheating of cities in the summer which contributes to air pollution and increased energy consumption.. This article provides an introduction to green roof infrastructure and describes how to implement and market a green roof, looks at costs, and presents three case studies.
