The art of the green disinvite

An environmental veteran and global-warming skeptic finds himself frequently disinvited to debate the likes of Elizabeth May

I am the most disinvited speaker in Canada.

My most recent disinvite involves a conference at Queen’s University’s Business School next week. Several months ago, I was invited to speak at its Commerce Engineering Environmental Conference. As with all my disinvites, I’m never entirely sure why I’m disinvited. But I have my hunches.

In the case of the Queen’s conference, the organizer, a student named Amy (not her real name), offered me a choice of speaking spots that I could fill. When I saw my options, I couldn’t believe my good luck – a spot in a debate on global warming was available, and the debater was … Elizabeth May, the head of the Green Party, as knowledgeable as they come on global warming and a fabulous debater. For close to a year, I had wanted to engage in a debate on global warming with someone of the calibre of Elizabeth May, or, with just about anyone. “What luck!” I thought, as I promptly e-mailed Amy to grab the opportunity to debate Elizabeth May.Two days later, Amy broke the bad news to me: “Elizabeth May has just changed her plans. She will not be able to participate, but will be delivering an address at the dinner following the debate.”

But not all was lost. A debate was still on, only I now learned it would be a three-way debate involving me, Bruce Pardy, a law professor at Queen’s and, Amy hoped, Stephen Hazell, executive director of the Sierra Club. Still thrilled to be able to participate in a global warming debate – I know them both to be highly capable – I made my travel arrangements.

And then almost two weeks of silence, during which Amy failed to communicate. Was I being disinvited again? Finally, Amy replied: “Unfortunately we can no longer offer you a place at the debate. I realise this is extremely unprofessional, and I apologise for that. If you would like to speak on Saturday then we can offer you a spot, but Friday is no longer an option.”

My very first disinvite ever came just about a year ago. I had been invited to be the keynote speaker on day two of a two-day energy conference in April, on the subject of (yawn) electricity restructuring, the subject of an early book I wrote. day one dealt with global warming, the subject of my new book, The Deniers, which by coincidence would be coming out the very week of the conference. “Would you like me to speak on day one instead,” I asked, explaining the timeliness of my book’s release. The organizer instantly agreed. It was in her interest as well as mine to have me speak on the strength of a book that would have just hit the stores.

Three weeks later, she called back: “What exactly is your book about?” she asked. I explained that I had profiled dozens of prominent scientists who disagreed with the view that global warming represented a harm for humanity. Long pause. “Could we go back to you talking about electricity restructuring?” she asked.

My disinvites span the spectrum – speeches, debates, media appearances – and I can’t always fault the disinviter, particularly since I’m never given a clear explanation for the disinvitation. On one occasion, a prominent organization – a household name in Canada – failed to find someone suitable who would agree to debate me. On another, a prestigious if less-well known organization was willing to fund a debate, as long as it wasn’t identified as its sponsor. On a third, a quasi-governmental European organization backed out of having me as a speaker, to the evident remorse of the organizer. In many others, I am not disinvited, because I am dropped before a formal invitation is even extended. I will be asked, “Are you available on such and such a date?” I will reply “Yes.” I will then hear back that my presence won’t be required, if I hear back at all.

I don’t take my disinvites personally. For one thing, I know that the problem isn’t with me or Energy Probe, my organization- they are the source of the invitation to start with. For another, it is hard to arrange global warming debates – in the few that I am aware of, the sceptics have won convincingly, leading most in the doomsayer camp to boycott any debates in the future .

But I do weep for Amy, the student organizing next week’s conference at Queen’s School of Business. What must she think of the integrity of the education she’s getting? Even more, I weep for the students who will be attending the conference. Amy, at least, knows that the debate over global warming that the conference is staging is a sham.

Darwin vs the climate change modeller

For a delightful perspective on the global warming controversy, replete with insightful historical anecdotes, I commend you to William Happer’s testimony yesterday before the U.S. Senate Environment and Public Works Committee.

I especially enjoyed Happer’s description of Charles Darwin’s exchange with the great physicist, William Thompson, who later became Lord Kelvin and is best known to us today for developing the Kelvin temperature scale.

Darwin’s science was based on careful observation, Kelvin’s on precise mathematical models. In the joust between the two, Darwin’s qualitative conclusions were no match for Kelvin’s formulas, which proved that the Sun was no more than 30 million years old, and that life on Earth could not possibly have evolved over the hundreds of millions of relatively stable years, as Darwin held. Darwin, mocked and cowed, revised later editions of the “Origin of the Species” to remove references to the age of Earth to and conform to the scientific consensus of the day.

Happer, a celebrated Princeton physicist, writes clearly and sensibly. You won’t find a more entertaining summary of the issues concerning global warming than his testimony.

CLIMATE CHANGE – Statement to the U.S. Senate Environment and Public Works Committee

Madam Chairman and members, thank you for the opportunity to appear before the Committee on Environment and Public Works to testify on Climate Change. My name is William Happer, and I am the Cyrus Fogg Bracket Professor of Physics at Princeton University. I am not a climatologist, but I don’t think any of the other witnesses are either. I do work in the related field of atomic, molecular and optical physics. I have spent my professional life studying the interactions of visible and infrared radiation withgases – one of the main physical phenomena behind the greenhouse effect. I have published over 200 papers in peer reviewed scientific journals. I am a member of a number of professional organizations, including the American Physical Society and the National Academy of Sciences. I have done extensive consulting work for the US Government and Industry. I also served as the Director of Energy Research at the Department of Energy (DOE) from 1990 to 1993, where I supervised all of DOE’s work on climate change. I have come here today as a concerned citizen to express my personal views, and those of many like me, about US climate-change policy. These are not official views of my main employer, Princeton University, nor of any other organization with which I am associated.

Let me state clearly where I probably agree with the other witnesses. We have been in a period of global warming over the past 200 years, but there have been several periods, like the last ten years, when the warming has ceased, and there have even been periods of substantial cooling, as from 1940 to 1970. Atmospheric concentrations of carbon dioxide (CO2) have increased from about 280 to 380 parts per million over past 100 years. The combustion of fossil fuels, coal, oil and natural gas, has contributed to the increase of CO2 in the atmosphere. And finally, increasing concentrations of CO2 in the atmosphere will cause the earth’s surface to warm. The key question is: will the net effect of the warming, and any other effects of the CO2, be good or bad for humanity?

I believe that the increase of CO2 is not a cause for alarm and will be good for mankind. I predict that future historians will look back on this period much as we now view the period just before the passage of the 18th Amendment to the US Constitution to prohibit “the manufacturing, sale or transportation of intoxicating liquors.” At the time, the 18th amendment seemed to be exactly the right thing to do – who wanted to be in league with demon rum? It was the 1917 version of saving the planet. More than half the states enacted prohibition laws before the 18th amendment was ratified. Only one state, Rhode Island, voted against the 18th amendment. Two states, Illinois and Indiana, never got around to voting and all the rest voted for it. There were many thoughtful people, including a majority of Rhode Islanders, who thought that prohibition might do more harm than good. But they were completely outmatched by the temperance movement, whose motives and methods had much in common with the movement to stop climate change. Deeply sincere people thought they were saving humanity from the evils of alcohol, just as many people now sincerely think they are saving humanity from the evils of CO2. Prohibition was a mistake, and our country has probably still not fully recovered from the damage it did. Institutions like organized crime got their start in that era. Drastic limitations on CO2 are likely to damage our country in analogous ways.

But what about the frightening consequences of increasing levels of CO2 that we keep hearing about? In a word, they are wildly exaggerated, just as the purported benefits of prohibition were wildly exaggerated. Let me turn now to the science and try to explain why I and many scientists like me are not alarmed by increasing levels of CO2.

The earth’s climate really is strongly affected by the greenhouse effect, although the physics is not the same as that which makes real, glassed-in greenhouses work. Without greenhouse warming, the earth would be much too cold to sustain its current abundance of life. However, at least 90% of greenhouse warming is due to water vapor and clouds. Carbon dioxide is a bit player. There is little argument in the scientific community that a direct effect of doubling the CO2 concentration will be a small increase of the earth’s temperature — on the order of one degree. Additional increments of CO2 will cause relatively less direct warming because we already have so much CO2 in the atmosphere that it has blocked most of the infrared radiation that it can. It is like putting an additional ski hat on your head when you already have a nice warm one below it, but your are only wearing a windbreaker. To really get warmer, you need to add a warmer jacket. The IPCC thinks that this extra jacket is water vapor and clouds.

Since most of the greenhouse effect for the earth is due to water vapor and clouds, added CO2 must substantially increase water’s contribution to lead to the frightening scenarios that are bandied about. The buzz word here is that there is “positive feedback.” With each passing year, experimental observations further undermine the claim of a large positive feedback from water. In fact, observations suggest that the feedback is close to zero and may even be negative. That is, water vapor and clouds may actually diminish the already small global warming expected from CO2, not amplify it. The evidence here comes from satellite measurements of infraredradiation escaping from the earth into outer space, from measurements of sunlight reflected from clouds and from measurements of the temperature the earth’s surface or of the troposphere, the roughly 10 km thick layer of the atmosphere above the earth’s surface that is filled with churning air and clouds, heated from below at the earth’s surface, and cooled at the top by radiation into space.

But the climate is warming and CO2 is increasing. Doesn’t this prove that CO2 is causing global warming through the greenhouse effect? No, the current warming period began about 1800 at the end of the little ice age, long before there was an appreciable increase of CO2. There have been similar and even larger warmings several times in the 10,000 years since the end of the last ice age. These earlier warmings clearly had nothing to do with the combustion of fossil fuels. The current warming also seems to be due mostly to natural causes, not to increasing levels of carbon dioxide. Over the past ten years there has been no global warming, and in fact a slight cooling. This is not at all what was predicted by the IPCC models.

The climate has changed many times in the past with no help by mankind. Recall that the Romans grew grapes in Britain around the year 100, and Viking settlers prospered on small farms in Greenland for several centuries during the Medieval Climate Optimum around 1100. People have had an urge to control the climate throughout history so I suppose it is no surprise that we are at it again today. For example, in June of 1644, the Bishop of Geneva led a flock of believers to the face of a glacier that was advancing “by over a musket shot” every day. The glacier would soon destroy a village. The Bishop and his flock prayed over the glacier, and it is said to have stopped. The poor Vikings had long since abandoned Greenland where the advancing glaciers and cooling climate proved much less susceptible to prayer. Sometimes the obsession for control of the climate got a bit out of hand, as in the Aztec state, where the local scientific/religious establishment of the year 1500 had long since announced that the debate was over and that at least 20,000 human sacrifices a year were needed to keep the sun moving, the rain falling, and to stop climate change. The widespread dissatisfaction of the people who were unfortunate enough to be the source of these sacrifices played an important part in the success of the Spanish conquest of Mexico.

The existence of climate variability in the past has long been an embarrassment to those who claim that all climate change is due to man and that man can control it. When I was a schoolboy, my textbooks on earth science showed a prominent “medieval warm period” at the time the Vikings settled Greenland, followed by a vicious “little ice age” that drove them out. So I was very surprised when I first saw the celebrated “hockey stick curve,” in the Third Assessment Report of the IPCC. I could hardly believe my eyes. Both the little ice age and the Medieval Warm Period were gone, and the newly revised temperature of the world since the year 1000 had suddenly become absolutely flat until the last hundred years when it shot up like the blade on a hockey stick. This was far from an obscure detail, and the hockey stick was trumpeted around the world as evidence that the end was near. We now know that the hockey stick has nothing to do with reality but was the result of incorrect handling of proxy temperature records and incorrect statistical analysis. There really was a little ice age and there really was a medieval warm period that was as warm or warmer than today. I bring up the hockey stick as a particularly clear example that the IPCC summaries for policy makers are not dispassionate statements of the facts of climate change. It is a shame, because many of the IPCC chapters are quite good. The whole hockey-stick episode reminds me of the motto of Orwell’s Ministry of Information in the novel “1984:” “He who controls the present, controls the past. He who controls the past, controls the future.” The IPCC has made no serious attempt to model the natural variations of the earth’s temperature in the past. Whatever caused these large past variations, it was not due to people burning coal and oil. If you can’t model the past, where you know the answer pretty well, how can you model the future?

Many of us are aware that we are living in an ice age, where we have hundred-thousand-year intervals of big continental glaciers that cover much of the land area of the northern hemisphere, interspersed with relative short interglacial intervals like the one we are living in now. By looking at ice cores from the Greenland and Antarctic ice sheets, one can estimate past temperatures and atmospheric concentrations of CO2. Al Gore likes to display graphs of temperature and CO2 concentrations over the past million years or so, showing that when CO2 rises, the temperature also rises. Doesn’t this prove that the temperature is driven by CO2? Absolutely not! If you look carefully at these records, you find that first the temperature goes up, and then the CO2 concentration of the atmosphere goes up. There is a delay between a temperature increase and a CO2 increase of about 800 years. This casts serious doubt on CO2 as a climate driver because of the fundamental concept of causality. A cause must precede its effect. For example, I hear my furnace go on in the morning about six o’clock, and by about 7 o’clock, I notice that my house is now so warm that I have too many covers on my bed. It is time to get up. It would never occur to me to assume that the furnace started burning gas at 6 o’clock because the house got warm at 7 o’clock. Sure, temperature and gas burning are correlated, just like temperature and atmospheric levels of CO2. But the thing that changes first is the cause. In the case of the ice cores, the cause of increased CO2 is almost certainly the warming of the oceans. The oceans release dissolved CO2 when they warm up, just like a glass of beer rapidly goes flat in a warm room. If not CO2, then what really causes the warming at the end of the cold periods of ice ages? A great question and one of the reasons I strongly support research in climate.

I keep hearing about the “pollutant CO2,” or about “poisoning the atmosphere” with CO2, or about minimizing our “carbon footprint.” This brings to mind another Orwellian pronouncement that is worth pondering: “But if thought corrupts language, language can also corrupt thought.” CO2 is not a pollutant and it is not a poison and we should not corrupt the English language by depriving “pollutant” and “poison” of their original meaning. Our exhaled breath contains about 4% CO2. That is 40,000 parts per million, or about 100 times the current atmospheric concentration. CO2 is absolutely essential for life on earth. Commercial greenhouse operators often use CO2 as a fertilizer to improve the health and growth rate of their plants. Plants, and our own primate ancestors evolved when the levels of atmospheric CO2 were about 1000 ppm, a level that we will probably not reach by burning fossil fuels, and far above our current level of about 380 ppm. We try to keep CO2 levels in our US Navy submarines no higher than 8,000 parts per million, about 20 time current atmospheric levels. Few adverse effects are observed at even higher levels.

We are all aware that “the green revolution” has increased crop yields around the world. Part of this wonderful development is due to improved crop varieties, better use of mineral fertilizers, herbicides, etc. But no small part of the yield improvement has come from increased atmospheric levels of CO2. Plants photosynthesize more carbohydrates when they have more CO2. Plants are also more drought-tolerant with more CO2, because they need not “inhale” as much air to get the CO2 needed for photosynthesis. At the same time, the plants need not “exhale” as much water vapor when they are using air enriched in CO2. Plants decrease the number of stomata or air pores on their leaf surfaces in response to increasing atmospheric levels of CO2. They are adapted to changing CO2 levels and they prefer higher levels than those we have at present. If we really were to decrease our current level of CO2 of around 400 ppm to the 270 ppm that prevailed a few hundred years ago, we would lose some of the benefits of the green revolution. Crop yields will continue to increase as CO2 levels go up, since we are far from the optimum levels for plant growth. Commercial greenhouse operators are advised to add enough CO2 to maintain about 1000 ppm around their plants. Indeed, economic studies like those of Dr. Robert Mendelsohn at Yale University project that moderate warming is an overall benefit to mankind because of higher agricultural yields and many other reasons.

I remember being forced to read Voltaire’s novel, Candide, when I was young. You recall that Dr. Pangloss repeatedly assured young Candide that he was living in “the best of all possible worlds,” presumably also with the best of all CO2 concentrations. That we are (or were) living at the best of all CO2 concentrations seems to be a tacit assumption of the IPCC executive summaries for policy makers. Enormous effort and imagination have gone into showing that increasing concentrations of CO2 will be catastrophic, cities will be flooded by sea-level rises that are ten or more times bigger than even IPCC predicts, there will be mass extinctions of species, billions of people will die, tipping points will render the planet a desert. A few months ago I read that global warming will soon bring on a devastating epidemic of kidney stones. If you write down all the ills attributed to global warming you fill up a very thick book.

Much is made about tropical diseases like malaria and yellow fever devastating the populations of temperate climates because of the burning of fossil fuels and the subsequent warming of the earth. Many people who actually work with tropical diseases, notably Dr. Paul Reiter, a specialist on tropical diseases, have pointed out how silly all of this is. Perhaps I can add a few bits of history to illustrate this point. One of the first military expenditures of the Continental Congress in 1775 was $300 to purchase quinine for the Continental Army and to mitigate the effects of malaria. The Continental Congress moved from the then Capital of the United States , Philadelphia, to my home town of Princeton, New Jersey, in the summer of 1783 for two reasons. The first was that the Congress had not yet paid many soldiers of the Revolutionary War their promised wages, and disgruntled veterans were wandering up and down the streets of Philadelphia. Secondly, there were outbreaks of malaria in cities as far north as Boston. The Congress knew you were less likely to catch malaria in Princeton than in Philadelphia. In 1793 there was not only malaria, but a horrendous outbreak of yellow fever in Philadelphia. Many thousands of people died in a city with a population of about 50,000. And I should point out that Philadelphia was a bit cooler then than now, since the little ice age was just coming to an end. Controlling tropical diseases and many other diseases has little to do with temperature, and everything to do with curtailing the factors that cause the spread – notably mosquitoes in the case of malaria and yellow fever.

Many of the frightening scenarios about global warming come from large computer calculations, “general circulation models,” that try to mimic the behavior of the earth’s climate as more CO2 is added to the atmosphere. It is true that climate models use increasingly capable and increasingly expensive computers. But their predictions have not been very good. For example, none of them predicted the lack of warming that we have experienced during the past ten years. All the models assume the water feedback is positive, while satellite observations suggest that the feedback is zero or negative.

Modelers have been wrong before. One of the most famous modeling disputes involved the physicist William Thompson, later Lord Kelvin, and the naturalist Charles Darwin. Lord Kelvin was a great believer in models and differential equations. Charles Darwin was not particularly facile with mathematics, but he took observations very seriously. For evolution to produce the variety of living and fossil species that Darwin had observed, the earth needed to have spent hundreds of millions of years with conditions not very different from now. With his mathematical models, Kelvin rather pompously demonstrated that the earth must have been a hellish ball of molten rock only a few tens of millions of years ago, and that the sun could not have been shining for more than about 30 million years. Kelvin was actually modeling what he thought was global and solar cooling. I am sorry to say that a majority of his fellow physicists supported Kelvin. Poor Darwin removed any reference to the age of the earth in later editions of the “Origin of the Species.” But Darwin was right the first time, and Kelvin was wrong. Kelvin thought he knew everything but he did not know about the atomic nucleus, radioactivity and nuclear reactions, all of which invalidated his elegant modeling calculations.

This brings up the frequent assertion that there is a consensus behind the idea that there is an impending disaster from climate change, and that it may already be too late to avert this catastrophe, even if we stop burning fossil fuels now. We are told that only a few flat-earthers still have any doubt about the calamitous effects of continued CO2 emissions. There are a number of answers to this assertion.

First, what is correct in science is not determined by consensus but by experiment and observations. Historically, the consensus is often wrong, and I just mentioned the incorrect consensus of modelers about the age of the earth and the sun. During the yellow fever epidemic of 1793 in Philadelphia the medical consensus was that you could cure almost anything by bleeding the patient. Benjamin Rush, George Washington’s Surgeon General during the War of Independence, and a brave man, stayed in Philadelphia throughout the yellow fever epidemic. He worked tirelessly to save the stricken by bleeding them, the consensus treatment of the day. A few cautious observers noticed that you were more likely to survive the yellow fever without the services of the great man. But Dr. Rush had plenty of high level-friends and he was backed up by the self-evident consensus, so he went ahead with his ministrations. In summary, a consensus is often wrong.

Secondly, I do not think there is a consensus about an impending climate crisis. I personally certainly don’t believe we are facing a crisis unless we create one for ourselves, as Benjamin Rush did by bleeding his patients. Many others, wiser than I am, share my view. The number of those with the courage to speak out is growing. There may be an illusion of consensus. Like the temperance movement one hundred years ago the climate-catastrophe movement has enlisted the mass media, the leadership of scientific societies, the trustees of charitable foundations, and many other influential people to their cause. Just as editorials used to fulminate about the slippery path to hell behind the tavern door, hysterical op-ed’s lecture us today about the impending end of the planet and the need to stop climate change with bold political action. Many distinguished scientific journals now have editors who further the agenda of climate-change alarmism. Research papers with scientific findings contrary to the dogma of climate calamity are rejected by reviewers, many of whom fear that their research funding will be cut if any doubt is cast on the coming climate catastrophe. Speaking of the Romans, then invading Scotland in the year 83, the great Scottish chieftain Calgacus is quoted as saying “They make a desert and call it peace.” If you have the power to stifle dissent, you can indeed create the illusion of peace or consensus. The Romans have made impressive inroads into climate science. Certainly, it is a bit unnerving to read statements of Dr. James Hansen in the Congressional Record that climate skeptics are guilty of “high crimes against humanity and nature.”

Even elementary school teachers and writers of children’s books are enlisted to terrify our children and to promote the idea of impending climate doom. Having observed the education of many children, including my own, I am not sure how effective the effort will be. Many children seem to do just the opposite of what they are taught. Nevertheless, children should not be force-fed propaganda, masquerading as science. Many of you may know that in 2007 a British Court ruled that if Al Gore’s book, “An Inconvenient Truth,” was used in public schools, the children had to be told of eleven particularly troubling inaccuracies. You can easily find a list of the inaccuracies on the internet, but I will mention one. The court ruled that it was not possible to attribute hurricane Katrina to CO2. Indeed, had we taken a few of the many billions of dollars we have been spending on climate change research and propaganda and fixed the dykes and pumps around the New Orleans, most of the damage from Hurricane Katrina could have been avoided.

The sea level is indeed rising, just as it has for the past 20,000 years since the end of the last ice age. Fairly accurate measurements of sea level have been available since about 1800. These measurements show no sign of any acceleration. The rising sea level can be a serious local problem for heavily-populated, low-lying areas like New Orleans, where land subsidence compounds the problem. But to think that limiting CO2 emissions will stop sea level rise is a dangerous illusion. It is also possible that the warming seas around Antarctica will cause more snowfall over the continent and will counteract the sea-level rise. In any case, the rising sea level is a problem that needs quick local action for locations like New Orleans rather than slow action globally.

In closing, let me say again that we should provide adequate support to the many brilliant scientists, some at my own institution of Princeton University, who are trying to better understand the earth’s climate, now, in the past, and what it may be in the future. I regret that the climate-change issue has become confused with serious problems like secure energy supplies, protecting our environment, and figuring out where future generations will get energy supplies after we have burned all the fossil fuel we can find. We should not confuse these laudable goals with hysterics about carbon footprints. For example, when weighing pluses and minuses of the continued or increased use of coal, the negative issue should not be increased atmospheric CO2, which is probably good for mankind. We should focus on real issues like damage to the land and waterways by strip mining, inadequate remediation, hazards to miners, the release of real pollutants and poisons like mercury, other heavy metals, organic carcinogens, etc. Life is about making decisions and decisions are about trade-offs. The Congress can choose to promote investment in technology that addresses real problems and scientific research that will let us cope with real problems more efficiently. Or they can act on unreasonable fears and suppress energy use, economic growth and the benefits that come from the creation of national wealth.

Increasing carbon storage in old-growth forests: a pan-tropical phenomenon

The response of terrestrial vegetation to a globally changing environment is central to predictions of future levels of atmospheric carbon dioxide. The role of tropical forests is critical because they are carbon-dense and highly productive. Inventory plots across Amazonia show that old-growth forests have increased in carbon storage over recent decades, but the response of one-third of the world’s tropical forests in Africa is largely unknown owing to an absence of spatially extensive observation networks. Here we report data from a ten-country network of long-term monitoring plots in African tropical forests. We find that across 79 plots (163 ha) above-ground carbon storage in live trees increased by 0.63 Mg C ha-1 yr-1 between 1968 and 2007 (95% confidence interval (CI), 0.22-0.94; mean interval, 1987-96). Extrapolation to unmeasured forest components (live roots, small trees, necromass) and scaling to the continent implies a total increase in carbon storage in African tropical forest trees of 0.34 Pg C yr-1 (CI, 0.15-0.43). These reported changes in carbon storage are similar to those reported for Amazonian forests per unit area, providing evidence that increasing carbon storage in old-growth forests is a pan-tropical phenomenon. Indeed, combining all standardized inventory data from this study and from tropical America and Asia together yields a comparable figure of 0.49 Mg C ha-1 yr-1 (n = 156; 562 ha; CI, 0.29-0.66; mean interval, 1987-97). This indicates a carbon sink of 1.3 Pg C yr-1 (CI, 0.8-1.6) across all tropical forests during recent decades. Taxon-specific analyses of African inventory and other data suggest that widespread changes in resource availability, such as increasing atmospheric carbon dioxide concentrations, may be the cause of the increase in carbon stocks, as some theory and models predict.

Barack Obama and Stephen Harper are all for carbon capture technology. Too bad it’s not as green as it seems

During President Barack Obama’s visit to Canada this week, he and Prime Minister Stephen Harper pledged to spend billions developing technologies that would capture carbon and then store it underground.

Carbon capture and storage, as these schemes are known, is misguided environmentally, economically, and in the long term, politically too. Carbon capture has only one virtue: It solves short-term political problems for both leaders.

Harper has an overarching aim in funding carbon capture – the continuing development of the Alberta tar sands. Environmentalists castigate oil from tar sands as “dirty oil” for one reason above all: Tar sands oil generates more carbon dioxide than does oil from conventional sources. With carbon capture technology promising to counter much of the greenhouse gas associated with tar sands development, Harper can neutralize the main opposition to more tar sands projects.As a bonus, he will be fulfilling a campaign promise to address global warming.

Obama has two aims in funding carbon capture. For one thing, he needs oil from Canada’s tar sands to fulfill his campaign promise of weaning the U.S. off Middle-Eastern oil; for another, as this week’s U.S.-Canada Clean Energy Dialogue makes clear, he wants to exploit America’s vast coal reserves, both for their economic benefits and to promote U.S. energy independence, another campaign promise.

Carbon capture and storage, however, is not as green as it seems – underground burial of carbon dioxide presents immense new risks to society. If the carbon dioxide is stored in deep ocean masses, as sometimes proposed, environmentalists fear that ocean acidification could devastate marine eco-systems. If the carbon dioxide is stored in geologic formations near fossil fuel plants, as is more commonly proposed, the harmful effects would directly affect human life: Research at Columbia University by one of the world’s leading geohazard scientists ranks carbon storage as one of the five top coming causes of man-induced earthquakes, a prediction all the more scary because the earthquakes would tend to occur near the fossil fuel plants, and population centres. In another potential danger, some fret about the consequences of an accidental release of carbon dioxide from underground storage facilities. In Cameroon in 1986, 1,800 people died after an unexplained release of carbon dioxide from beneath Lake Nyos, which has deep stores of carbon dioxide beneath its bottom.

Apart from these unknown future risks of stuffing carbon dioxide underground, carbon capture technologies are chock-a-block with known problems, all stemming from the fact that these technologies are, in the parlance of environmentalists, energy pigs. As one example, a typical coal plant employing carbon capture technology requires between 24% and 50% more energy for every kilowatt-hour produced.

At this level of resource gluttony, the world’s store of non-renewable fossil fuels would be consumed at a fast clip wherever carbon capture technology was applied. Worse, other pollutants that environmentalists have long fought would also increase. The “clean coal” plants that President Obama touts would produce one-third more in nitrous oxides, a major contributor to smog. Likewise, carbon capture technology applied to tar sands plants would mean that additional tar sands plants would need to be developed just to run the tar sands carbon capture facilities.

Ironically, carbon capture technology would not only worsen air quality and more rapidly scar the tar sands landscape, it may also harm the global environment if it is successful in its goal of reducing carbon dioxide emissions. Carbon dioxide stimulates plant growth and leads to a greening of the planet. In fact, satellite measurements now show the planet to be the greenest in decades. Little wonder that, in surveys of scientists, the great majority view carbon dioxide as a beneficial gas that’s indispensable to plant growth, and insignificant to any deleterious global warming.

To add to the irony, even if carbon dioxide is a greenhouse gas that plays a significant role in warming the planet, there may be good reason to encourage its release into the atmosphere. A decade ago, the planet stopped warming and a year ago, global temperatures began to decline markedly. If, as many scientists now speculate, Earth could be entering a new Little Ice Age, carbon dioxide emissions and other greenhouse gases could mitigate the hardship that would come with a cooling planet.

The environmental drawbacks in carbon capture also spell economic trouble. The complexity of the technology, and its energy inefficiency, translate into high prices. Estimates from the Intergovernmental Panel on Climate Change show customers should be prepared to pay as much as 50% to 70% more for their power. With cost penalties on that scale, industries will leave carbon capture jurisdictions for less punitive climes, and captive consumers will rebel.

At heart, what politicians and the public most want is clean energy and a clean environment. Rather than sinking billions into carbon capture schemes likely to do nothing but damage the environment and the economy, Obama and Harper should target true environmental hazards such as the mercury, NOX and SOX in coal, the air and water emissions associated with tar sands. And they should come clean with the public over carbon dioxide, and admit that too little worrisome is known about its risks to start burying it, and too much worrisome is known about the risks of burying it.

One-fifth of fossil-fuel emissions absorbed by threatened forests

An international team of scientists have discovered that rainforest trees are getting bigger. They are storing more carbon from the atmosphere in their trunks, which has significantly reduced the rate of climate change.

Globally, tropical trees in undisturbed forest are absorbing nearly a fifth of the CO2 released by burning fossil fuels.

The researchers show that remaining tropical forests remove a massive 4.8 billion tonnes of CO2 emissions from the atmosphere each year. This includes a previously unknown carbon sink in Africa, mopping up 1.2 billion tonnes of CO2 each year.

Published today in Nature, the 40 year study of African tropical forests-one third of the world’s total tropical forest-shows that for at least the last few decades each hectare of intact African forest has trapped an extra 0.6 tonnes of carbon per year.

The scientists then analysed the new African data together with South American and Asian findings to assess the total sink in tropical forests. Analysis of these 250,000 tree records reveals that, on average, remaining undisturbed forests are trapping carbon, showing that they are a globally significant carbon sink.

“We are receiving a free subsidy from nature,” says Dr Simon Lewis, a Royal Society research fellow at the University of Leeds, and the lead author of the paper. “Tropical forest trees are absorbing about 18% of the CO2 added to the atmosphere each year from burning fossil fuels, substantially buffering the rate of climate change.”

The reason why the trees are getting bigger and mopping up carbon is unclear. A leading suspect is the extra CO2 in the atmosphere itself, which may be acting like a fertiliser. However, Dr Lewis warns, “Whatever the cause, we cannot rely on this sink forever. Even if we preserve all remaining tropical forest, these trees will not continue getting bigger indefinitely.”

The Intergovernmental Panel on Climate Change reports that globally human activity emits 32 billion tonnes of CO2 each year, but only 15 billion tonnes actually stays in the atmosphere adding to climate change. The new research shows exactly where some of the ‘missing’ 17 billion tonnes per year is going.

“It’s well known that about half of the ‘missing’ carbon is being dissolved in to the oceans, and that the other half is going somewhere on land in vegetation and soils, but we were not sure precisely where. According to our study about half the total carbon ‘land sink’ is in tropical forest trees,” explains Dr Lewis.

The study is released at a time when protecting tropical forests is gaining widespread support, and is likely to be a key theme of the upcoming negotiations to limit carbon emissions in Copenhagen later this year.

Co-author on the study, Dr Lee White, Gabon’s Chief Climate Change Scientist said, “To get an idea of the value of the sink, the removal of nearly 5 billion tonnes of carbon dioxide from the atmosphere by intact tropical forests, based on realistic prices for a tonne of carbon, should be valued at around £13 billion per year. This is a compelling argument for conserving tropical forests.”

“Predominantly rich polluting countries should be transferring substantial resources to countries with tropical forests to reduce deforestation rates and promote alternative development pathways,” says Dr Lewis.

There are also broader implications for rainforest biodiversity, as the ecology of tropical forests changes. Further study is needed on how the interactions of the millions of species that live in the tropics are being affected by the increasing size of rainforest trees.

Calculating changes in carbon storage over time: To calculate the change in carbon storage in forests over time, scientists took 79 areas of intact forest across ten African countries, from Liberia to Tanzania, and identified, mapped and measured the diameter of all the trees above a threshold size. They periodically returned to re-measure the surviving trees, note tree deaths and record new trees, measuring over 70,000 in total.

Combined with the height of each tree and the density of the wood (according to species) scientists calculated how the amount of carbon stored in each of the 79 areas changed over time. By extrapolating the data from the areas studied to all similar African tropical forests, they discovered a previously unknown carbon sink that is removing 1.2 billion tonnes of carbon dioxide from the atmosphere every year.

The pan-tropical analysis utilises 156 areas of intact forest from 20 countries (250,000 trees monitored). It shows, on average, that over at least the last few decades, trees in each hectare of tropical forest have trapped an extra 0.5 tonnes of carbon every year.
To calculate the amount of carbon forests are absorbing, rather than the amount of CO2 they are removing from the atmosphere, the CO2 figures should be divided by 3.67 (to adjust for the mass of the attached oxygen atoms).

African Tropical Forests and Afritron: Africa is the world’s largest tropical continent. It contains approximately 30% of the world’s tropical forests, including the Congo Basin, the world’s second largest contiguous expanse of tropical forest, after the Amazon. Dense wet tropical forest covers 3.8 million Km2, with a further 2.6 million Km2 of drier tropical forest. The forest is in two major regions: the West African forest area which stretches from Guinea in the far West to Togo in the East, with most forest being in Liberia, Cote D’Ivoire and Ghana. The central Africa block is predominantly spread across six countries, the Democratic Republic of Congo, Cameroon, Gabon, Congo-Brazzaville and the Central African Republic. African forests are home to tens of millions of people, including several hundred thousand indigenous hunter-gather peoples in the Congo Basin.

African forests have the highest mammal diversity of any ecosystem, with over 400 species, alongside over 10,000 species of plants and over 1,000 species of birds. According to the FAO deforestation rates are approximately 6 million hectares per year (almost 1% of total forest area per year), although other studies show the rate to be half that (approximately 0.5% of total forest area per year). The African Tropical Rainforest Observation Network, Afritron brings together researchers active in African countries with tropical forest to standardise and pool data to better understand how African tropical forests are changing in a globally changing environment. Tropical forest and Climate Change: Tropical forests cover 17.8 million km2 worldwide, including 4.2 million km2 of drier tropical forest. Approximately 50% of the world’s tropical forests are in South America, 30% in Africa and the rest elsewhere, mostly in SE Asia. Cool Tools says The Deniers is cool

Wired magazine founder and bestselling author Kevin Kelly agrees the science on global warming isn’t settled. The former publisher and editor of the Whole Earth Review throws his support behind Probe’s efforts to give a voice to the skeptics in the following review.

About 99% of the scientists involved in climate studies, paleontology, atmospheric chemistry, and planetary ecology agree on the presence of human-caused global warming. We call that a scientific consensus. But in every science there are a few heretics who don’t agree on the consensus. That 1% dissent is what powers science forward. In fact, tolerating heretics is what makes science different from religion. The dissent is usually wrong, but every once in a while if you don’t kill it off, it corrects the consensus.

What should we do with the 1% who dissent about global warming? By logic, we should embrace them, but currently “deniers” of global warming have become demonized, which is a sign that global warming has become slightly religious. Which is a shame because many global warming skeptics are not crackpots or paid shills, but first-class prestigious scientists with a minority view.

Throughout its history, science usually advances from the edges. Heretics should be cherished for forcing edges to the center. The most respected scientific global warming heretics have been rounded up in this very readable book, The Deniers. Significantly, many of the eminent scientists included here don’t call themselves deniers at all. They say, “I believe global warming is evidenced in all these other fields; Except in the field that I am expert in, the evidence is totally bogus.” One by one the field-specific heretics make their case. And a number of them are rather persuasive. But at the moment there is no unified alternative theory of climate change, so the critique of global warming amounts to exposing holes in the current science. Any good scientific theory will have holes.

Until the heretics can change the consensus, we should proceed with the remedies that make sense no matter how climate change rolls out: getting off oil and coal, upping conservation, drastically increasing efficiency, expanding solar, wind, nuclear, and embracing cities while protecting wildlife habitat.

At the same time cherish your heretics. This is a solid, fairly evenhanded treatment of this particular heresy. It’s the best volume I’ve seen that presents the scientific case (such as it is) for skepticism of the standard claims of anthropogenic global warming. There might be something in these skepticisms, there might not. We should fund more of these heretics. That’s science at work.

Wal-Mart’s glow-in-the-dark mystery

Retail giant can’t account for 15,800 of its exit signs that contain a potentially dangerous radioactive gas

It began in late 2007 as a routine audit. Retail giant Wal-Mart noticed that some exit signs at the company’s stores and warehouses had gone missing.

As the audit spread across Wal-Mart’s U.S. operations, the mystery thickened. Stores from Arkansas to Washington began reporting missing signs. They numbered in the hundreds at first, then the thousands. Last month Wal-Mart disclosed that about 15,800 of its exit signs – a stunning 20 per cent of its total inventory – are lost, missing, or otherwise unaccounted for at 4,500 facilities in the United States and Puerto Rico.

Poor housekeeping, certainly, but what’s the big deal?

In a word: radiation.

The signs contain tritium gas, a radioactive form of hydrogen. Tritium glows when it interacts with phosphor particles, a phenomenon that has led to the creation of glow-in-the-dark emergency exit signs.

It’s estimated there are more than 2 million tritium-based exit signs in use across North America.

It turns out that Ontario-based companies SRB Technologies (Canada) Inc. of Pembroke and Shield Source Inc. of Peterborough have sold the lion’s share of these signs, which use tritium produced as a by-product from the operation of Canadian-made Candu nuclear reactors.

The health effects of tritium exposure continue to be a hot topic of debate. It’s not strong enough to penetrate the skin, and in low quantities regulators and industry groups say tritium is safe. But when inhaled or ingested it can cause permanent changes to cells and has been linked to genetic abnormalities, developmental and reproductive problems and other health issues such as cancer.

“The problem is that because it’s hydrogen it can actually become part of your body,” says Shawn-Patrick Stensil of Greenpeace Canada. “The radiation doesn’t emit far, but when it actually becomes part of your cell it’s right next to your DNA. So for a pregnant woman, for example, it can be really dangerous.”

General exposure from one broken sign might be the equivalent of getting up to three chest X-rays, even though today we no longer give pregnant women X-rays. If tritium is ingested, for example, by a child who breaks a sign with a hockey stick, it’s much more potent. If only 5 per cent of the tritium in a large exit sign is ingested, it would be equivalent to 208 years of natural background radiation, according to a report from the Product Stewardship Institute at the University of Massachusetts.

And what about exposure from thousands of signs dumped near a source of drinking water, or packed with explosives in the back of a truck that has been driven into a crowded building?

“I’m sure thousands of them would create a credible dirty bomb,” says Norm Rubin, director of nuclear research at Energy Probe in Toronto. “Most experts think the main purpose of a dirty bomb is to cause panic, disruption and expensive cleanup rather than lots of dead bodies. A bunch of tritium, especially if oxidized in an explosion, would probably do that job fine.”

Tritium is also a component in nuclear warheads. In 2005, SRB Technologies got permission from the Canadian Nuclear Safety Commission to export 70,000 of its tritium exit signs to Iran. Foreign Affairs Canada blasted the regulator for allowing shipment to a country that’s attempting to develop weapons of mass destruction. The shipment went through.

South of the border, the U.S. Nuclear Regulatory Commission appears more concerned with tritium contamination of landfills and the threat of leaching into drinking water. The agency regulates the use of tritium devices, requiring the reporting of lost, stolen or broken property and proper cleanup and disposal.

“Throughout the whole process we stayed in very close contact with the NRC and received their guidance,” said Wal-Mart spokesperson Daphne Davis Moore. “We no longer use these signs in our stores.”

Wal-Mart’s poor recordkeeping was a wake-up call for the nuclear agency, which in January sternly reminded users of the signs of their regulatory obligations. At the same time, it assured the public there’s nothing to worry about.

Still, the agency was concerned enough to demand that any organization possessing 500 or more tritium exit signs conduct audits and report their findings within 60 days. The list included Home Depot, AMC Theatres and a number of universities and schools.

Wal-Mart Canada says it has a few tritium exit signs in most of its stores. “We’ve gone back over our records and have not found any reason for concern,” said spokesperson Kevin Groh. “We are doing an audit to get an accurate inventory.” The difference, in Canada, is they don’t have to do it. Users of the signs are not licensed in Canada as long as the product is properly marked as radioactive, according to the Canadian Nuclear Safety Commission. This makes it difficult to determine exactly how many tritium signs exist in Canada and where they end up.

Stensil of Greenpeace said it’s a strange way for a government to treat a radioactive device, but he’s not surprised. He said the federal government has always had lax rules when it comes to tritium, partly because Canada, through its Candu nuclear plants, is one of the biggest producers of the substance in the world.

Dorothy Goldin Rosenberg, who teaches environmental health at the University of Toronto, said there’s a double standard in Canada when it comes to regulating tritium. Permissible levels in drinking water here are 100 times greater than in Europe and more than 400 times greater than in California.

She was shocked when told about the 15,800 missing tritium signs at Wal-Mart, but even more surprised to learn that use of such signs isn’t tracked or monitored in Canada.

“Most people haven’t even heard of tritium,” she lamented.

Lawrence Solomon: Under oath, North faults Mann too

Of all the scientists who have come to Michael Mann’s defence, none have more impressive credentials than those of Gerald North, a former Head of the Department of Atmospheric Sciences at Texas A&M University. North, a physicist, has not only spent decades addressing the dangers of climate change, he has done so through his work in climate models and his knowledge of statistics, a suite of qualifications that make him particularly well qualified to comment on Michael Mann’s statistics-based work. Because of his background, and because Mann’s hockey-stick graph had become a source of great controversy, the National Academy of Sciences (NAS) asked North to chair a panel to investigate the statistical validity of the hockey stick graph. The NAS, like most national academies, backs the man-made global warming thesis.

The North report for the NAS, published in June, 2006, was released at a press conference and with a press release entitled: “High Confidence’ That Planet Is Warmest in 400 Years; Less Confidence in Temperature Reconstructions Prior to 1600.” Because the press release, the report, and North himself made many statements favourable to Mann, the worldwide press understandably reported that Mann had been vindicated.

“Science Panel Backs Study on Warming Climate,” read the New York Times headline. “Academy affirms hockey-stick graph” read that of Nature magazine. “Global warming is real, according to America’s top scientists, who say the earth is running its highest fever in hundreds of years,” stated NBC Nightly News anchor Brian Williams.

But the story that North and other panel members relayed less than one month later, when they were required to testify under oath, showed the NAS report to be the opposite of what most had assumed. The setting was now not a press conference but formal hearings before the Energy and Commerce Committee of the U.S. House of Representatives. Because Mann had refused to provide other researchers with the computer code necessary to verify his work, because the credibility of the science surrounding the hockey stick had become a cause célèbre, and because federal government funds had financed the hockey stick study, the Energy and Commerce committee the previous summer had decided to hold hearings into the matter.

The committee then commissioned a study by Edward Wegman, arguably America’s top statistician, and arranged for him to testify in July, 2006. Meanwhile, the NAS decided to produce a competing study into the Mann controversy, with North as its chair. The Energy and Commerce committee then decided to have Wegman and North both testify before it.

Wegman’s testimony powerfully demonstrated that Mann’s work had no validity. Then North testified in Mann’s defence, also powerfully, by showing that Mann’s conclusions were valid.

Who was right and what was going on? The following exchange between the committee chairman, Joe Barton, and North establishes who was right.

CHAIRMAN BARTON: Dr. North, do you dispute the conclusions or the methodology of Dr. Wegman’s report?

DR. NORTH: No, we don’t. We don’t disagree with their criticism. In fact, pretty much the same thing is said in our report.

Barton then asked North’s colleague on the NAS panel, Peter Bloomfield, a similar question. Bloomfield’s reply: “Our committee reviewed the methodology used by Dr. Mann and his co-workers and we felt that some of the choices they made were inappropriate. We had much the same misgivings about his work that was documented at much greater length by Dr. Wegman.”

What was going on? North’s NAS panel confirmed, without stating so clearly, that Mann’s science was shoddy, and that Mann’s conclusions, on their own, could not be trusted. But that didn’t mean that Mann’s answer was wrong – North’s panel believed that man-made global warming exists and they had lots of evidence, by other scientists, to support their belief. Therefore, the NAS panel concluded, Mann was right in his ultimate conclusion that man causes global warming, even if Mann’s study provided no basis for that conclusion.

The press can be forgiven for believing that the National Academy of Sciences panel chaired by North had vindicated the science behind the hockey stick graph, and so can singer-songwriter David Clarke.

AECL paying out $100M for Point Lepreau, Bruce refurbishment delays

Atomic Energy of Canada Ltd. is paying out $100 million in extra costs for delays with nuclear refurbishment projects at Point Lepreau, N.B., and the Bruce plant in Ontario.

Delays in the $1.4-billion refurbishment of the Point Lepreau, N.B., nuclear power plant are hitting Canadians in the wallet, according to new documents released by the federal government.

The Treasury Board of Canada reported Thursday that Atomic Energy of Canada Ltd. is paying $100 million to cover the cost associated with delays at two nuclear refurbishment projects. The federal Crown corporation is also running late on the refurbishment of a Candu reactor at the Bruce complex near Lake Huron in Ontario, and now Ottawa is budgeting extra money in its latest batch of supplementary estimates.

It’s not clear how much of the $100 million is to cover the Point Lepreau delays and how much is for the Ontario project.

David Hay, the president and chief executive officer of NB Power, has estimated that a four-month delay at Point Lepreau could cost the utility upward of $90 million.

AECL is required to pay penalties to NB Power for any delays at Point Lepreau, which was a key part of the refurbishment agreement in 2005.

Hay said the penalties protect New Brunswickers from higher delay costs.

“My view was I negotiated it on behalf of New Brunswick taxpayers,” Hay told reporters on Friday.

“And do they have some element towards federal responsibility? Of course. When we hired AECL, everybody knew that. But we’re getting a pretty good share of it.”

This is the first Candu-6 reactor refurbishment project, which is expected to extend the life of Atlantic Canada’s only nuclear power plant by 25 to 30 years. AECL is hoping to market these refurbishment projects to other Candu-6 reactor facilities around the world.

The Point Lepreau project was supposed to be finished at the end of September, but now it may take until Christmas or later.

Norman Rubin of the Toronto-based environmental group Energy Probe said it’s unacceptable to not know how that money will be divided up when taxpayers are footing the bill.

“The sad thing here is that you and I and all of your listeners have signed on … to cover AECL’s penalties and overruns, but we’re not allowed to look at the contract that triggers those penalties and costs for overruns,” Rubin said.

Rubin said if this happened in a private company, heads would roll.
