The Deniers, Part XXXII: From chaos, coherence

Iceland is shrouded in a permanent low-pressure system. Far to the south, the Azores are shrouded in permanent highs. Both pressure systems rock, from east to west and with ever-changing intensity, in the process controlling the North Atlantic’s westerly winds. When the westerlies are strong, Europe’s summers are cool, its winters are mild and rain is frequent. When westerlies are weak, rainfall decreases and temperatures become extreme, leading to summer heat waves and winter deep freezes.

These year-to-year variations in the North Atlantic are known as the North Atlantic Oscillation. Though in many ways mysterious, their effects are quite predictable and long established. A missionary in Greenland in the 18th century wrote of one such effect: “In Greenland, all winters are severe, yet they are not alike. The Danes have noticed that when the winter in Denmark was severe, as we perceive it, the winter in Greenland in its manner was mild, and conversely.”

The North Atlantic Oscillation is but one of many on the planet. Others include the Pacific Decadal Oscillation, the El Nino/Southern Oscillation and the North Pacific Oscillation, all with their own chaotic characteristics, all having profound and well-known effects on the climate of their regions.

Thanks to the work of Anastasios Tsonis and his colleagues, we now know that these four separate and major oscillations can and do act in unison. And when they do, the world climate turns.

Prof. Tsonis applied mathematical procedures from chaos and network theory to the oscillations that occurred over the 20th century, for each of the four major oscillations. Out of the chaos, he found coherence. All four oscillations demonstrated independent characteristics most of the time, operating at different intensities and wave patterns in their own complex dynamics.

But several times they synchronized. And within those synchronized periods, they sometimes coupled to act in phase and in increasing strength. This increasing coupling strength culminated in dramatic climate shifts.

“The first synchronization of the 20th century occurred around 1910,” Prof. Tsonis explains. “For almost three years, the coupling strength increased and then in late 1912 or early 1913, the synchronous state among the oscillations vanished. That coincided with a sharp increase in global temperatures.”

Other synchronizations occurred in the 1920s and 1930s, but these were marked by an absence of increasing coupling strength, and the global temperature didn’t shift. “In the 1940s, we again saw synchronization accompanied by increasing coupling strength, and we again saw a dramatic change in global temperatures – this was the period of global cooling that is so often remarked upon, and which led some scientists to predict that we were entering a new Ice Age,” Prof. Tsonis continues. For several decades, more synchronizations occurred, but without increasing coupling strength. The temperature continued to cool. “Then, in the late 1970s, we once more saw the phenomenon of synchronization among the oscillations, plus increasing coupling strength. When the synchronization ended, the climate turned again, and the current period of global warming began.”

Climate change over the entire 20th century, Prof. Tsonis has convincingly demonstrated, see-sawed between cooling and warming periods, in sync with the regional oscillations. He did more, too. He applied the same mathematical mechanism to a state-of-the-art model that reliably simulates the activities of the same oscillations. The model – the same one used by the United Nations’ Intergovernmental Panel on Climate Change – produced results consistent with his chaos-theory mechanism.

“In the simulation over the next century, the climate shifts twice: first a cooling period beginning in 2027, and then a warming period beginning in 2065,” he states. Moreover, the shifts in global temperature are independent of human activities.

“The model shows that the climate changes are intrinsic to the natural climate system,” he elaborates. “Man-made activities doubtless also influence the climate, but not through the profound synchronizations that have foretold the climate in the past and will foretell it in the future.”

Anastasios Tsonis, a mathematician at the University of Wisconsin-Madison’s Department of Mathematical Sciences, was among the first scientists to promote the application of chaos theory and nonlinear data analysis to atmospheric sciences and the first scientist to apply the concepts of “small-world” networks to atmospheric sciences. He originated or co-originated the Tsonis criterion, the Tsonis-Elsner method and the Elsner-Tsonis test. Early in his career, he developed a method of estimating rainfall from satellite images that is still being used today. Prof. Tsonis, the author or co-author of some 160 publications, received his Ph.D. in meteorology from McGill University.

Hampton outlines incentives for industry to save jobs

NDP Leader Howard Hampton has promised to cut electricity costs for Ontario’s large industries — if they promise to keep jobs in the province.

Speaking yesterday in Hamilton, with Stelco’s rusting mills in the background, Hampton unveiled a policy he said will save manufacturing jobs by trimming the cost of power 15 per cent from $65 per megawatt hour to $55 for five years.

In exchange, companies will be required to sign “Community Benefit Agreements” committing them to maintain jobs with their electricity savings and to invest in energy efficiency.

“We’re here to address the fact that Ontario has lost 175,000 good-paying manufacturing jobs in the last four years,” he said. “Dalton McGuinty has spent the last four years ignoring that job loss and the pain it is causing communities and working families.”

Hampton tied those lost jobs to the soaring cost of electricity since 2002 when a single public entity, Ontario Hydro, was replaced with four separate profit-driven agencies.

“We will consolidate all of that into one agency and we’ll restore some sanity and efficiency to the system,” he said. “This is about ensuring fairness for working people and ensuring working communities benefit from our hydro policies.”

Hampton heaped special scorn on the executives of the new agencies for hefty salaries and bonuses.

“We pay for this by cutting these million-dollar salaries, $500,000 benefit packages and luxury car allowances,” he said.

“Hydro One and Ontario Power Generation have no business rewarding executives or reaping windfall profits when skyrocketing electricity rates are destroying jobs and hurting families.”

The NDP’s call to reduce power costs have found a willing audience among business groups such as the Association of Major Power Consumers of Ontario.

“This is an idea that would be welcomed by industry, but as with all the things like this, the devil’s in the details,” said AMPCO president Adam White. “I really don’t think electricity system restructuring has worked out the way we thought it would. It was supposed to deliver lower prices and it hasn’t.”

AMPCO documented that failure in a 2006 report that concluded hydro costs for industrial users rose 30 per cent between 2001 and 2005 and warned, “These price increases are likely to result in greater declines in economic output in Ontario than in competing jurisdictions.”

Tom Adams of Energy Probe said cutting salaries would not save enough money to lower industrial rates and would almost definitely lead to higher bills for homeowners.

“If you add up all the executive salaries across the entire power system, it adds up to a very, very tiny amount on your overall power bill. Executive salaries are way less than 1 per cent,” Adams said.

“If rates are going to go down for one class of customers, they’ll have to go up for another class of customers.”

Steve Erwin, press secretary for Energy Minister Dwight Duncan, said those profits benefit ratepayers by paying off existing debt and building hydro projects. He said the impact of executive salaries has a “minuscule” effect on Ontario’s wholesale rates, which are in line with other jurisdictions like New York, Pennsylvania and Michigan.

The Deniers, Part XXXI: In the eye of the storm over global warming

He’s called the world’s most famous hurricane expert, not because he likes to fly into hurricanes to experience them up close – which he does – but because of what he’s learned from them, up there, buffeted by the fury of nature. William Gray has developed an intuitive sense when it comes to understanding the atmosphere in its infinite complexity. This intuition rooted in experience allowed him to pioneer the science of hurricane forecasting more than two decades ago, and subsequently to practice his craft with an unprecedented precision that he keeps refining year after year. He and his colleagues have now reached a 95% accuracy rate in predicting the number of major storms and hurricanes that will occur next season. Insurance companies set their premiums, and government emergency-preparedness authorities set their budgets, on the basis of his pioneering work

How has Dr. Gray adapted his methods of prediction in light of global warming, to maintain his accuracy rate? He hasn’t. Dr. Gray views recent climate-change science as meaningless “mush,” the product of simplistic computer models that crudely track a handful of factors and ignore the myriad others that influence the weather. Climate is not a contraption with a set number of easily manipulated variables, as you might find in a child’s science construct. Those who try to reduce the climate to suit the rudiments of computer models, he believes, accomplish nothing but the debasing of science. The models, he has demonstrated time and again, are utter failures, incapable even of explaining the past.
Dr. Gray dates his intimacy with hurricanes from Helene, the strongest in the 1958 season. Together with his renowned mentor at the University of Chicago, Herbert Riehl, they talked the pilot of their plane, a converted B-50 Superfortress bomber, into dangerously close encounters with Helene as she skirted the Carolina coasts. Amid 150-mile-per-hour winds pummelling the plane – “we took Dramamine,” he says – he garnered his first inkling of the awesome force of sea and wind.

That real-world experience, and the many other hurricane-hunting forays that followed over the decades, gave him the insights that would lead to brilliant discoveries of how weather and climate worked, insights that theorizing in the abstract could not have produced.
After years of collecting data by flying into storms off Florida, for example, and finding no meaningful local patterns, he decided to investigate whether the forces commanding the immensely variable storms of the Atlantic lay oceans away. He searched for, and found, distant relationships – El Nino in the Pacific correlated with Atlantic storms, as did Atlantic hurricanes and quasi-biannual oscillations. QBIOs are winds in the tropical stratosphere that reverse their course every 12 to 14 months. The westerly QBIOs, Dr. Gray discovered, foretold major Atlantic storms, as did rain in West Africa and Caribbean sea-level pressure.
“The problem was that we’d been looking locally,” Dr. Gray explains. “You had to look globally.” When Dr. Gray says “look,” he means that literally. The fruits of measurement and observation, he believes, can be trusted. Those of theoretical models at odds with the real world are likelier to mislead than to inform.

In 1984, Dr. Gray publicly predicted 17 major events for the coming hurricane season, seven hurricanes and 10 named storms. Startlingly, 17 occurred, almost as predicted (five hurricanes and 12 named storms materialized). He has been publicly predicting ever since, with a success rate that has been growing over the years as new insights, born of new experiences, led him to more suppositions about how the atmosphere could and could not work.
“In tropical cyclones, he’s got the best legacy of anyone,” acknowledges Greg Holland, who earned his doctorate under Dr. Gray’s tutelage and is now a senior scientist at the National Center for Atmospheric Research. “He’s got former students running major organizations around the world.” Yet this former student, like many of the others whose careers Dr. Gray launched, now disparages Dr. Gray’s skepticism of climate change, and believes his time has passed.

Many of those former students now running major organizations, and others too, now shun this legendary figure in his field, saying that he has marginalized himself. Most funders now refuse to back his work at Colorado State University, some whispering that his success rate in predictions has come of dumb luck. To carry on with the limited funding available to him – he still receives two modest research grants, one from the National Science Foundation for hurricane research, the other from Lexington Insurance Co. of Boston for U.S. hurricane landfall probability prediction – Dr. Gray, now in his 70s, has scaled back his projects and also contributed some $100,000 from his retirement savings.

If he recanted on his views of global warming and subscribed to fears of catastrophe, if he rehabilitated himself and embraced computer models over observation, generous funding would almost certainly appear. But Dr. Gray has no intention of recanting: “I have a bit of an obligation, at my age – I was trained to tell the truth. There’s a lot of hogwash in this.”

His many tropical field experiments were directed to the study of cumulus convection, condensation heating, evaporation cooling, sea-air energy-moisture exchange and hurricane formation. He heads the university’s Tropical Meteorology Project, which publishes yearly forecasts for tropical storms, named storms, typhoons, hurricanes and intense hurricanes. He holds M.Sc. and Ph.D. degrees in meteorology and geophysical sciences from the University of Chicago.

Economics and NIMBY cools U.S. to nuclear power plants

An American professor and publisher of an energy newsletter is arguing that Canada should take advantage of the “stupidity of Americans” by building nuclear power plants to supply a growing need south of the border.

Howard Hayden, emeritus professor of physics at the University of Connecticut and publisher of The Energy Advocate, said Friday that a large NIMBY (not-in-my-back-yard) contingent in the United States is preventing the construction of new nuclear power generation. “It’s the stupidity of Americans,” Hayden said.

The professor believes Canadians have an opportunity to export nuclear power south, billing it as “non-carbon producing.”

“Considering the energy climate in the United States, where you can’t build anything, if they (Canadians) can sign some long-term contracts, they might as well just go ahead and do it.” said Hayden.

Hayden’s not the only one counting on Americans to be good for business. The New Brunswick Liberal government has expressed interest in a second nuclear power plant with the intention of exporting across the border much of the power it would produce. Estimates for a new plant run between $2 billion and $3 billion.

And Areva, a French company with 98 nuclear plants worldwide, is eyeing the action. Armand Laferrere, Areva Canada’s president and CEO, said the company has told New Brunswick it would be prepared to build the second nuclear plant.

In Canada, Areva doesn’t own any plants, but it has extensive uranium mining interests in Saskatchewan and also manufactures transmission and distribution equipment.

Nor is New Brunswick the only market the firm is interested in. Laferrere said it is talking to the Alberta government, but that “it’s still very early days.”

Currently in the United States some 104 nuclear plants provide 20 per cent of that country’s power. Another 34 projects are on the books, almost all of them slated for the southern U.S.

Tom Adams, executive director of Energy Probe in Toronto, isn’t so certain the Americans are all that stupid. He said NIMBY concerns have closely lined up with those of the stock market.

“The stock market is as allergic to nuclear power as local citizens are. The problem with nuclear power is economics. This is a technology that cannot pay for itself,” Adams said.

“That is why the only markets for nuclear power are markets where politicians – not investors, not consumers – are driving the buck.”

According to Adams, because most of Canada’s utility market is government-owned, the country lacks the financial constraint the Americans have – namely convincing independent investors nuclear is economically feasible. In Canada, “all you have to do is convince some politicians and you’re off to the races.”

OPG rapped for reactor breach

A hole in a radiation containment system at Pickering generating station has not been fixed more than a month after detection, sparking concern Ontario Power Generation is dragging its feet on safety and keeping important information hidden from the public.

Both OPG and the country’s nuclear watchdog, the Canadian Nuclear Safety Commission, have confirmed the existence of the breach but say that, based on a visual inspection conducted in mid-June, the hole is not big enough to worry about radiation release and that it will be plugged.

The breach was found on a huge concrete duct system that connects all eight Pickering reactors to a 71-metre-tall concrete vacuum building, which sucks up and safely contains any radiation leaks that may occur during an accident.

“OPG will be fixing this,” said Tom Schaubel, a director with the Canadian Nuclear Safety Commission who oversees safety compliance at Pickering. “We will be following up on this.”

OPG spokesperson John Earl said an investigation is ongoing. “It’s not something that is degrading the effectiveness of the safety system.”

But some nuclear experts say OPG isn’t taking the issue seriously enough and is simply taking too long to act. They argue that what can appear as a small leak can quickly turn into a larger problem when the system is put under high-pressure strains, such as during an accident that requires fast containment of large amounts of radiation.

The recent earthquake in Japan, for example, caused radiation leaks, burst pipes and fires at the world’s largest nuclear plant, which has since been shut down. The operator of the plant has been accused of covering up past safety problems or being too slow to disclose accidents.

Nuclear safety expert David Mosey, a 30-year veteran of Canada’s nuclear industry and author of the book Reactor Accidents, said OPG should know better.

“Something like this should be acted on very promptly,” said Mosey.

“This doesn’t give me a warm, fuzzy feeling. It may be a small leak, indeed, but do they know how big it is? And do they know what effect it would have on repressurization time after an accident? If they have no idea they should be finding out.”

The Star became aware of the problem after an individual claiming to be a “concerned employee” of OPG mailed an anonymous letter complaining that a “hole” in part of the station’s radiation containment system was allowing rain to leak in.

The letter also contained a copy of an official “station condition record,” dated June 10, which internal staff are free to fill out to raise potential problems to management. That record describes a “puddle of water” found in a concrete duct system – called a pressure relief duct, or PRD – resulting from a leaky hinge joint at Pickering B reactor unit 5.

The record also indicates the area was inspected on June 19 and the “Safety System Function” was not impaired.

Pickering station is Ontario’s oldest nuclear power plant. Pickering A consists of reactor units 1 to 4, but two have been mothballed. The other two, both refurbished in recent years at a cost of $2 billion, are down for maintenance until late summer. All units are based on Canadian-designed CANDU technology.

Pickering B consists of reactor units 5 to 8. Unit 5 was recently down for unscheduled repair and is expected to go offline again later this week. OPG is currently studying whether it should go ahead and refurbish Pickering B reactors, or build new reactors at Darlington generating station.

The pressure relief ducts have had past problems with leaks, including a 1990 inspection that found several seals in the structure had failed well before their design life.

“It’s a legitimate concern,” said Tom Adams, an analyst with Energy Probe. “It’s one of four special safety systems. One of the most basic principles of reactor operations is that you cannot operate those reactors if one of those special safety systems is impaired, and leaking is clearly impairment.”

Frank Greening, a former senior nuclear scientist with OPG, said he’s struck that an employee of the provincially owned power generator would be so concerned as to raise the issue outside the company.

“What amazes me is he’s pinpointed a specific problem, and has obviously made waves about it internally,” said Greening. “There is something weird; something not right here.”

Greening said the culture of OPG tends to discourage the act of whistle-blowing. “OPG says we’re open and we listen to our employees, but if you feel you’re not being heard and go outside, you will pay the price for that.

“It’s too bad the nuclear industry has become so closed and secretive.”

Fixing a problem with the containment system can be tricky. As a shared system, typically all reactors connected to it must be shut down to perform repair. In September 2004, Bruce Power was forced to shut down its 3,360-megawatt Bruce B power station for a month to inspect its vacuum building.

Doing such a fix on Pickering, in the middle of the summer when electricity demand is at its highest, could leave the province in a severe power crunch and the Liberal government vulnerable to critics.

“If you’re counting on 2,000 megawatts out of Pickering and you don’t have it, what are you going to do? It would be a major blow,” said Mosey.

Greening is more skeptical. “There’s an election coming up, and Dalton McGuinty seems to be pushing nuclear in a clever way by bad-mouthing coal. There’s a hell of a lot resting on the performance of CANDU reactors right now.”

Earl said the whole containment system is under negative pressure, meaning air or water that travels through a small breach will move inside but can’t escape. “We would never operate those plants if we thought there was a safety concern to employees or the public.”

But some have their doubts. Greenpeace raised concerns in January that Pickering is closer than any other reactors in the world to a major city – just 30 kilometres away from downtown Toronto. If Pickering were proposed today regulators would never approve it, the environmental group has argued.

Shawn-Patrick Stensil, an energy analyst at Greenpeace, said it’s difficult these days to find out what safety issues OPG and Bruce Power are reporting to the regulator.

“How do we know the watchdog is actually doing its job? We have to hold them at their word, and that’s not necessarily reassuring.”

The Deniers, Part XXX: What global warming, Australian skeptic asks

Bob Carter, a professor at James Cook University (Queensland) and the University of Adelaide (South Australia), is a paleontologist, a stratigrapher, and a marine geologist.

He has been chair of the National Marine Science and Technologies Committee, director of the Australian Office of the Ocean Drilling Program, and chair of the Earth Sciences Discipline Panel of the Australian Research Council.

He is Cambridge educated.

And he is an outspoken global-warming skeptic.

Most global-warming skeptics criticize the United Nation’s Intergovernmental Panel on Climate Change on limited grounds – they might view the science put forth by the IPCC to be at odds with science in their particular discipline, for example, or they might object to the IPCC’s secrecy, or they might object to the IPCC’s failure to observe standard peer-review practices. Moreover, when they object they generally do so quietly, often without naming names and only in private.

Prof. Carter objects on multiple grounds and in multiple arenas; he names names and he will set the record straight, even when those he believes to be in the wrong are fellow skeptics.

NASA chief Michael Griffin, for example, is a skeptic because he thinks that global warming may be beneficial, that it is not worth worrying about, and that, in any case, we wouldn’t be able to stop it, even if we wanted to. But Dr. Griffin also thinks that a global-warming trend is certainly underway, and to this Prof. Carter takes objection.

Dr. Griffin’s “opinion is unsupported by the evidence,” Prof. Carter wrote in rebuttal. “The accepted global average temperature statistics used by the Intergovernmental Panel on Climate Change show that no ground-based warming has occurred since 1998. Oddly, this eight-year-long temperature stasis has occurred despite an increase over the same period of 15 parts per million (or 4%) in atmospheric carbon dioxide.
“Second, lower-atmosphere satellite-based temperature measurements, if corrected for non-greenhouse influences such as El Nino events and large volcanic eruptions, show little, if any, global warming since 1979, a period over which atmospheric CO2 has increased by 55 ppm (17%).” Moreover, Prof. Carter adds, credible scientists predict global cooling. How then can Dr. Griffin boldly assert that humans are causing global warming?
One of the most contentious areas of climate-change science involves computer General Circulation Models (GCMs), the predictive tool that generate most of the scary scenarios that arouse public alarm. Prof. Carter has long been a critic of these models, which claim to project for us what the climate will be in the year 2100.

In the past, Prof. Carter has drawn the ire of global-warming proponents with his GCM critiques. Now, to his satisfaction, he has support in his critique from an unlikely source – Kevin Trenberth, whom he thinks of as “one of the advisory high priests of the UN’s Intergovernmental Panel on Climate Change.”

As Dr. Trenberth recently acknowledged to Nature journal’s Climate Feedback blog, IPCC models cannot predict future climate because they don’t reflect reality: “None of the models used by IPCC are initialized to the observed state and none of the climate states in the models correspond even remotely to the current observed climate,” he stated.
“Moreover, the starting climate state in several of the models may depart significantly from the real climate owing to model errors. I postulate that regional climate change is impossible to deal with properly unless the models are initialized.”

While these statements warrant Prof. Carter’s approval, others do not, such as Dr. Trenberth’s claim that people have mistakenly believed that the IPCC makes predictions: “In fact there are no predictions by IPCC at all. And there never have been,” claims Dr. Trenberth.
To which Prof. Carter notes an audit at the 27th International Symposium on Forecasting presented earlier this month. It found that “in apparent contradiction to claims by some climate experts that the IPCC provides ‘projections’ and not ‘forecasts,’ the word ‘forecast’ and its derivatives occurred 37 times, and ‘predict’ and its derivatives occur 90 times” in a chapter from the IPCC’s latest report.

There is no predictive value in the current generation of computer GCMs and therefore the alarmist IPCC statements about human-caused global warming are unjustified,” he concludes. Until others conclude so too, expect Prof. Carter to continue his critiques without fear or favour.

Areva keen to form ‘partnership’ with AECL

Areva of France, the world’s biggest nuclear energy company, is keen to invest in or form a partnership with Atomic Energy of Canada Ltd. but says it hasn’t got a clue whether Ottawa is ready to deal.

A meeting last month between Natural Resources Minister Gary Lunn and Areva Group CEO Anne Lauvergeon led to speculation that AECL, creator of the Candu nuclear reactors, was on the auction block. “We are of course open to discussions and are interested in a partnership,” Areva spokesman Charles Hufnagel said yesterday. “But there are no current or official discussions.”

As far as Areva knows, he said, AECL “is not for sale.”

Mr. Lunn told The Globe and Mail last week that the government is holding “no discussions” with potential AECL suitors, such as Areva, Bruce Power, which operates Candu reactors in Ontario, Toshiba Corp. and General Electric Co. His comments came after a newspaper said GE was close to striking a deal with AECL, which is a federal Crown corporation.

Several industry sources, however, said the government wants to transform AECL into a fully commercial company to reduce its burden on the taxpayer and improve its chances of export success. But they said selling the company to the highest bidder is not the priority.

“The government is more concerned about other things, like saving the jobs of Canadian nuclear engineers, safeguarding Candu technology and what to do with the nuclear waste,” one source said.

He said AECL might be worth $800-million, a figure largely based on the expected income stream from refurbishing existing Candu plants in Canada and in foreign markets.

The value of the company would rise if Ontario were to choose Candu for a new generation of reactors.

AECL has been a taxpayers’ sinkhole since its inception in 1952.

Toronto’s Energy Probe calculated that ACEL has consumed $20.9-billion in subsidies, adjusted for inflation.

But the figure understates the theoretical costs.

Had the money delivered to AECL been invested at an inflation-adjusted rate of return of 7.5 per cent, the amount would now be worth $194.6-billion, Energy Probe said. That’s the value forgone by the taxpayer.

Armand Laferrère, president of Areva Canada, said Areva’s goal is to “show how we can work together with AECL to diversify the skills and the export potential of AECL. It would have to be done as a win-win situation for both companies. We are not predators.”

The Deniers, Part XXIX: Models trump measurements

We are doomed, say climate change scientists associated with the United Nations Intergovernmental Panel on Climate Change, the United Nations body that is organizing most of the climate change research occurring in the world today. Carbon dioxide from man-made sources rises to the atmosphere and then stays there for 50, 100, or even 200 years. This unprecedented buildup of CO2 then traps heat that would otherwise escape our atmosphere, threatening us all.

“This is nonsense,” says Tom V. Segalstad, head of the Geological Museum at the University of Oslo and formerly an expert reviewer with the same IPCC. He laments the paucity of geologic knowledge among IPCC scientists – a knowledge that is central to understanding climate change, in his view, since geologic processes ultimately determine the level of atmospheric CO2.

“The IPCC needs a lesson in geology to avoid making fundamental mistakes,” he says. “Most leading geologists, throughout the world, know that the IPCC’s view of Earth processes are implausible if not impossible.”
Catastrophic theories of climate change depend on carbon dioxide staying in the atmosphere for long periods of time – otherwise, the CO2 enveloping the globe wouldn’t be dense enough to keep the heat in. Until recently, the world of science was near-unanimous that CO2 couldn’t stay in the atmosphere for more than about five to 10 years because of the oceans’ near-limitless ability to absorb CO2.

“This time period has been established by measurements based on natural carbon-14 and also from readings of carbon-14 from nuclear weapons testing, it has been established by radon-222 measurements, it has been established by measurements of the solubility of atmospheric gases in the oceans, it has been established by comparing the isotope mass balance, it has been established through other mechanisms, too, and over many decades, and by many scientists in many disciplines,” says Prof. Segalstad, whose work has often relied upon such measurements.

Then, with the advent of IPCC-influenced science, the length of time that carbon stays in the atmosphere became controversial. Climate change scientists began creating carbon cycle models to explain what they thought must be an excess of carbon dioxide in the atmosphere. These computer models calculated a long life for carbon dioxide.

Amazingly, the hypothetical results from climate models have trumped the real world measurements of carbon dioxide’s longevity in the atmosphere. Those who claim that CO2 lasts decades or centuries have no such measurements or other physical evidence to support their claims.
Neither can they demonstrate that the various forms of measurement are erroneous.

“They don’t even try,” says Prof. Segalstad. “They simply dismiss evidence that is, for all intents and purposes, irrefutable. Instead, they substitute their faith, constructing a kind of science fiction or fantasy world in the process.”

In the real world, as measurable by science, CO2 in the atmosphere and in the ocean reach a stable balance when the oceans contain 50 times as much CO2 as the atmosphere. “The IPCC postulates an atmospheric doubling of CO2, meaning that the oceans would need to receive 50 times more CO2 to obtain chemical equilibrium,” explains Prof. Segalstad. “This total of 51 times the present amount of carbon in atmospheric CO2 exceeds the known reserves of fossil carbon – it represents more carbon than exists in all the coal, gas, and oil that we can exploit anywhere in the world.”

Also in the real world, Prof. Segalstad’s isotope mass balance calculations – a standard technique in science – show that if CO2 in the atmosphere had a lifetime of 50 to 200 years, as claimed by IPCC scientists, the atmosphere would necessarily have half of its current CO2 mass. Because this is a nonsensical outcome, the IPCC model postulates that half of the CO2 must be hiding somewhere, in “a missing sink.” Many studies have sought this missing sink – a Holy Grail of climate science research – without success.

“It is a search for a mythical CO2 sink to explain an immeasurable CO2 lifetime to fit a hypothetical CO2 computer model that purports to show that an impossible amount of fossil fuel burning is heating the atmosphere,” Prof. Segalstad concludes.
“It is all a fiction.”

Partial sale of Canada’s nuclear giant source of speculation

Toronto: The partial sale of Canada’s Crown-owned nuclear giant is the source of speculation once again.

Following a published report which said Ottawa is in advanced negotiations to sell part of Atomic Energy of Canada Ltd. to General Electric, a spokesman for the Natural Resources Department confirmed Ottawa is in “discussions” to sell part the Crown corporation.

But both the office of Natural Resources Minister Gary Lunn and AECL said they don’t have anything to announce. The minister’s office said the government isn’t negotiating with any company “at this time” but does get “expressions of interest in AECL from time to time.”

AECL spokesman Dale Coffin would not comment on what he called “speculation and rumours,” but disputed suggestions that AECL needs a strategic private-sector partner to compete in the world.

The Crown corporation has built six reactors in the last 11 years, and a seventh is about to go on stream in Romania, he said.

“That’s a lot in a period where the industry has been at a snail’s pace,” he said. “Now every country in the world is looking at the nuclear option, and we think we’re in a very strong market position.”

Speculation about a partnership with General Electric or French nuclear giant Areva has been rife since the Conservatives were elected in January 2006, with several similar reports leaking out that the jewel in Canada’s nuclear crown was close to being partially sold.

Still, many industry analysts don’t expect to hear a final sale announced any time soon. Murray Elston, president and CEO of the Canadian Nuclear Association, said it’s not inevitable that AECL must partner up with a private company to survive.

The attention on Canada’s nuclear giant is encouraging and shows the country has valuable expertise in the industry, he said.

“The question for the industry worldwide . . . is about having the capacity to meet the demand that’s out there,” Elston said. “I’m not sure that consolidation is the way to necessarily do that.”

Despite all the speculation, Elston said it usually takes some time to negotiate such a complicated partnership.

“The government here in Ottawa is going to be very cautious,” he said. “While I think philosophically they’re interested in having government out of commercial enterprise, they’ll want to make sure they get value.”

But one industry analyst said getting value for taxpayer dollars will be a challenge under such a public-private partnership.

Tom Adams, executive director of Energy Probe, said past partnerships with AECL have left taxpayers on the hook for huge cost overruns and liability for messy production.

Meanwhile, he said, the private company has walked away with the profits. But Adams said Lunn has personally been campaigning to sell off parts of AECL since he became minister of natural resources.

“It’s a complete disaster for taxpayers,” Adams said. “That’s AECL’s track record when it comes to privatization, and that raises a major concern about what AECL’s up to now.”

The Deniers, Part XXVIII: Open mind sees climate clearly by Lawrence Solomon

He’s the world’s most cited climatologist, according to an analysis in the journal of the British Institute of Geographers. He’s also the fifth-most-cited physical geographer in the world, and the 11th most cited among all geographers.

He has written some 230 articles and five books, including in such fields as geology, limnology, meteorology and archeology.

He has twice seen his papers in Environmental Conservation awarded prizes for being “best paper of the year,” and he’s a member of the United Nations Global 500 Roll of Honour, created to recognize “outstanding achievements in the protection and improvement of the environment.”

He’s Dr. Reid Bryson, considered by many the “father of scientific climatology,” and he’s also pronounced on the most consequential climate issue of the day – man-made global warming. His verdict: “That is a theory for which there is no credible proof.”

Dr. Bryson, aged 87 and still professionally active, has become anathema to many environmentalists for his views on global warming. But those with long histories will remember him as an inspirational figure in the 1970s who challenged the wasteful ways of our consumer society, and warned of a dire need for lifestyle changes. Mother Earth News, a bible of the environmental movement, in the preamble to an extensive 1976 interview, described him as “an environmentalist in the broadest sense and his thoughts on the planet, its human population, and that population’s activities range as widely and carry all the force of such acknowledged environmental spokesmen as Barry Commoner, Paul Ehrlich, and Dave Brower.”

Dr. Bryson believed then, as he believes now, that humans affect the climate, in ways that both warm and cool the atmosphere. “Dozens of scientific papers, in fact, have been published about industry’s consumption of fossil fuels, its creation of carbon dioxide, and how the resultant ‘greenhouse effect’ will cause a rise in the temperature of the atmosphere,” he told Mother Earth News.

“I find it interesting, however, that the same people who write those papers generally seem to overlook the even greater amounts of particulate matter which those same factories and foundries pump into the air, [cooling the atmosphere]. Not to mention the tremendous quantities of particulates now kicked into the atmosphere by poor farmers in primitive agricultural and marginal semi-arid regions all over the world.”

Humans change the climate in other ways, too, chiefly because “the Industrial Revolution, by making the modern megalopolis possible, has certainly concentrated the release of heat into the atmosphere. Take New York City, for example. The heat produced by human activity in New York during the winter is greater than the amount of heat the city receives from the sun.”

As a result, large cities become warmer and drier, with different rainfall patterns than the surrounding countryside.

“It is quite possible that the growing megalopolis-type urban areas here in North America and the new concentrations of people in Europe and elsewhere are already slightly modifying the atmospheric circulation patterns of the whole hemisphere. In fact, since we already know that these metropolitan areas do alter the micro-climates around them, it would be hard to believe that they have no effect at all on the macroclimate.”

Dr. Bryson’s message in the 1970s attracted environmentalists, especially those drawn to the apocalyptic. As did many in that era, Dr. Bryson warned that the Earth faced catastrophe from overpopulation, and that even a small change in climate could have far-reaching consequences. But unlike many, Dr. Bryson wanted to find out what changes in climate might be in the offing, and what their consequences might be. He urged open-mindedness and investigation: “First, let’s accept the fact that the climate could be changing on a global scale right now. Second, let’s try to find evidence which either confirms or denies that such a change is taking place. And, third, if our evidence suggests that the Earth’s climate is indeed changing in any way – let’s see if we can find a logical reason for such a change to be taking place.

“Furthermore, let’s do all this – not because we want to scare anyone – not because we want to find some terrible global calamity just over the horizon – and not because we want to draw attention to ourselves by forecasting the future. Let’s just quietly and rationally try to figure out where the climate might be headed so we’ll be able to prepare ourselves well in advance for any changes that might lie ahead.”

As things would turn out, Dr. Bryson’s advice was ignored. Science was pursued irrationally and not to seek answers, he believes, but to suit other agendas. “There is very little truth to what is being said and an awful lot of religion,” he has decided. “It’s almost a religion where you have to believe in anthropogenic global warming or else you are nuts.”

As for the biggest believer, Al Gore, and his movie, An Inconvenient Truth: “Don’t make me throw up,” he exclaims. “It is not science. It is not true.”

And as for the often claimed scientific consensus on climate change, he doubts it: “I know of no vote having been taken, and know that if such a vote were taken of those who are most vocal about the matter, it would include a significant fraction of people who do not know enough about climate to have a significant opinion.”

Reid Bryson joined the faculty of the University of Wisconsin-Madison in 1946 and in 1948 became the founding chairman of its department of meteorology. In 2007, he became emeritus professor of the university’s department of oceanic and atmospheric sciences. Dr. Bryson’s research broke path in diverse fields, among them the Indian monsoon, airstreams and the reconstruction of past climates. He is a fellow of the American Association for the Advancement of Science and of the American Meteorological Society. He received his PhD in meteorology at the University of Chicago.
