No relief in sight: energy bills will stay high

CanSpec Inspection Services of Sudbury helps the public understand what support there is for conserving energy, from technical to financial help through federal government programs.

CanSpec is holding an open house Thursday, July 28, at 2107 Lasalle Blvd., Suite 306 from 10 a.m. to 4 p.m.

“CanSpec is now providing the EnerGuide for Houses energy assessment service across Northern Ontario, with advisers in most major centres. Through its network of advisers, they are providing information to homeowners on how to make positive changes to their homes for real savings in heating costs,” says Fraser Rees, director for CanSpec.

The EnerGuide for Houses starts out with a detailed energy evaluation of a home carried out by a trained adviser.

A blower door test is used to detect air leaks. Then a printed report shows where energy dollars are being spent and what can be done to improve efficiency, say by increasing insulation, caulking around windows or replacing old windows and appliances, says Rees.

An energy rating is given to the house. If efficiency plans are implemented, the house is retested and CanSpec helps homeowners get financial rebates based on the improvements.

“The service has a value of approximately $300, and is subsidized by Natural Resources Canada, with the homeowner paying on average between $175 to $200,” he says.

Conserving energy is worth it, say experts because prices are escalating.

“North Americans will continue to face high prices to heat and cool their homes through to at least 2008,” says Michael Zenker, an analyst with Cambridge Energy Research Associates, a global energy consulting group.

On Monday at an international bankers meeting in Basel, Switzerland, the world’s top bankers says oil prices are expected to remain near $60 a barrel for several years.

In Ontario, energy watchdog Energy Probe says the province is in the worst energy crunch in three years as a heat wave and idled nuclear power plants forced Ontario to buy expensive imported electricity.

“The province has paid 7.9 cents a kilowatt-hour on average to buy power, up from an average of six cents in the first half of the year. Consumers, by comparison, are paying five cents a kilowatt for the first 750 kilowatt hours of power they use each month, and 5.8 cents for the remainder,” Karen Howlett, a business reporter at the Globe and Mail, said last week.

Howlett said Ontario residents paid 53 cents a kilowatt-hour when there was a supply crunch on July 20.

“Consumers are not paying anything like the real cost of power. That is expected to change April 1, 2006 when the Ontario Energy Board unveils its new electricity pricing plan,” says Tom Adams, executive director of Energy Probe.

There is another option. Use less energy.

Natural Resources Canada says that homes that are more than 25 years old have the potential to save an average of 35 percent of their energy use. Homes that are more than 50 years old could achieve even greater savings – an average of 38 percent.

CanSpec says the federal government is putting more money into energy conservation programs for homeowners.

“There have been recent improvements to the overall funding for the Rebate Incentive program for energy retrofits. The biggest change is the inclusion of low-rise residential and assisted housing properties and an increased level of eligibility rebates to homeowners,” says Rees.

“We now see some homeowners receiving $600-$700, or more, when changing their furnace to say an Energy Star rated appliance – that makes sense in lowering your heating costs.”

Uranium deal with China questioned

Beijing: Canada’s potential uranium exports to China are being questioned by environmental and disarmament groups after a Chinese general suggested that Beijing might use nuclear weapons in a war with the United States.

Chinese government officials and investors have been visiting Canadian uranium companies in recent months to scout for uranium.

With 30 nuclear reactors planned in China over the next 15 years, Beijing needs uranium to fuel its $40-billion nuclear-power expansion, and it is considering Canada as a key source.

Activists are worried Canadian uranium would find its way into China’s nuclear-weapons program.

Those concerns grew deeper after the controversial comments by a senior Chinese military officer, who warned that China could destroy hundreds of U.S. cities with nuclear weapons if a future conflict over Taiwan escalates.

“If the Americans draw their missiles and position-guided ammunition onto the target zone on China’s territory, I think we will have to respond with nuclear weapons,” said Zhu Chenghu, a major-general in the People’s Liberation Army and a professor at China’s National Defence University.

“We, Chinese, will prepare ourselves for the destruction of all of the cities east of Xian,” the general told an official briefing last week. “Of course, the Americans will have to be prepared that hundreds of cities will be destroyed by the Chinese.”

The Chinese government later said the general was giving only his personal opinion. But U.S. officials sharply criticized the comments, calling them “highly irresponsible.”

While China has signed international treaties pledging that its civilian nuclear program will be kept strictly separated from its military program, Canadian activists are skeptical of those promises.

“The nuclear posturing by the Chinese military increases the concern that uranium sales to China could contribute to their nuclear-weapons program,” said Dave Martin, energy co-ordinator at Greenpeace Canada.

“China is surrounded by nuclear flashpoints in Taiwan, the Korean peninsula and the Indian subcontinent. Uranium sales to China would make Canada complicit in a new and dangerous regional arms race.”

Despite China’s promises, there isn’t a clear distinction between its civilian and military nuclear programs, Mr. Martin said.

“Further sales of Canadian uranium to China would inevitably contribute, directly or indirectly, to China’s nuclear-weapons program. At the very least, Canadian uranium will free up China’s other supplies of uranium to be used for nuclear weapons.”

Norman Rubin, director of nuclear research at Energy Probe in Toronto, said Canada should not export uranium to an authoritarian regime that lacks any public control of its nuclear establishment. The exports could make it easier for China to share its nuclear technology with rogue states and unstable regimes, he said.

“If we stop exporting uranium to nuclear-weapons states, they could have to choose between fuelling their power reactors and building more bombs,” he added.

The Chinese general’s comments about a possible nuclear attack on the United States have raised doubts about China’s promises that it would never launch a first nuclear strike against any country, said Ernie Regehr, director of Project Ploughshares, a peace group sponsored by Canadian churches.

Canadian International Trade Minister Jim Peterson, responding to the criticism from environmental groups, said he has full confidence in Canada’s export-permit system.

“Each application is looked at individually, and departments throughout the government are consulted,” he said in a statement to The Globe and Mail yesterday. “We research [each application] to ensure that exports are going to be used in the manner they are meant to be used.”

Mr. Peterson said he is satisfied with the safeguards that China accepted under the Nuclear Non-Proliferation Treaty and its subsequent protocols.

Heat wave sends hydro bills soaring

With this summer’s persistent high temperatures, the city is sucking up close to 20 per cent more energy than it did last year. Combine that with increases in both the price of electricity and the delivery rate and it will likely add up to financial pain for anyone with an air conditioner.

In April of this year, the Ontario Energy Board raised the price of electricity enough to boost the average Ottawa resident’s energy bill by an estimated seven per cent. Also in April, the same bills rose by 3.6 per cent because of the increase in Hydro Ottawa’s delivery rate.

The biggest factor, though, will be the amount of power going into keeping Ottawans refrigerated.

According to Casey Malone, a Hydro Ottawa manager, the utility’s customers – close to 90 per cent of Ottawa residents, the rest being served by Hydro One – used 700 million kilowatt hours of electricity last month. That’s up 18 per cent over the 593 million kilowatt hours used in June of last year.

“Considering the length of this high-heat period we’ve had, it could very easily double an average residential bill,” Mr. Malone said, who added that for some customers, opening the bill could be quite a surprise.

Mr. Malone said Hydro Ottawa is advising customers to try to cut down on their consumption.

Tom Adams of industry watchdog Energy Probe, said that while it’s simple enough logic that more cranked-up air conditioning units will mean higher bills, some consumers are still bound to be taken by surprise.

Yet, Mr. Adams said Ontarians are still consuming much more energy than they would be if the provincial government weren’t keeping the price of electricity fixed artificially low.

He said the gap between the real cost of electricity and what people are paying has been giving people insufficient motivation to cut their consumption.

“We’re setting these records for electrical demands because there’s this gap,” he said, calling the province a “fool’s paradise.”

Mr. Adams said that for some people, depending on circumstances, it could be very hard to do without air conditioning, but he encouraged others to “find ways to make yourself comfortable with minimal air conditioning.”

Small and smart

The recent increases in prices for various forms of energy – as typified by soaring gas prices and dire warnings about shortages of electricity – are not being tackled with any great success by the politicians and industrialists of the world.

So it’s probably up to us.

That is to say, on an individual level we need to not only accept our own role in the depletion of the Earth’s resources, we need to do something effective to halt the process. Few people around here own oil companies or car factories, so to make a real impact we need some small, simple things that can be applied by a lot of people. Look at it this way: if each of us could manage to do without four litres of gas per month, that would translate into a sizable reduction in the number of barrels this country needs to import or pump. This is the kind of thing the federal government has been extolling lately, with ads giving Rick Mercer a platform to bark at us about the one-tonne challenge. Hey, you might as well get the booklet, and any similar items you can lay your hands on. Some of them might actually offer useful advice.

If you’re ready to “do your bit,” cars are probably the easiest place to start, because there are lots of precedents. People have been tweaking and fiddling with cars to keep the costs down ever since Otto Benz took his historic little trip. A lot of the dodges that have evolved are clearly phony; the best known may be the Miracle Carburetor, which supposedly could drive a standard car from Halifax to Vancouver on a litre of gas. Yeah, right. In my last installment, you may recall I recommended the use of a moped by those willing and able. If you forgo using a car that needs four litres of gas to go 50 kilometres in favour of using a mobi that covers the distance on less than one litre, you’ve saved three litres. Believe me, it adds up.

There are a lot of other places we use energy, too, even if they don’t get the high-profile coverage that the petro-fuels get. The trouble is, we often don’t even recognize when we’re using that energy, let alone realize when we’re using it inefficiently. There are enough conservationists out there that, combined with the tightwads, they could effect a huge reduction in demand for, say, electricity. I’m given to understand that some cars have a gauge that tells you how efficiently your vehicle is running; I’m saying we need the same kind of thing for everyday use of things like our appliances.

We’ve long been able to check out energy-efficiency ratings when buying new appliances, and getting the most frugal machine you can is mere common sense. Still, there’s always room for improvement. The way you use a machine is a significant factor in how much energy it consumes. To take a ridiculously simple example: running a dishwasher half-empty means you’re using up twice the energy you need to run it full (maybe more). How tough would it be to affix simple electronic readouts to a refrigerator, say, so you can track its energy consumption? The forewarned consumer will quickly pick out spots where the efficiency drops and might be able to remedy the situation. Today, if you put a new gasket on your refrigerator door, you can only assume it’s reducing the energy drain of the appliance. I’d feel much better off with a more detailed idea of where and how the energy is used, and gadgets that would do so should be simple and cheap based on modern electronic technology.

Those of us who live in apartment buildings can contribute, as well. We can nag our landlord over setting up individual “smart meters” so each unit can accurately track its power consumption. If the landlord’s too stingy to do any repairs, well, it’s not a big investment to buy a caulking gun and seal up those drafty windows. I know it grates to think that you are, in effect, saving the rapacious building owners a few bucks on their energy bill but look at it this way: it’s your neck that gets cold from those January drafts.

I’m convinced that the average person, if properly informed, could make a huge difference to the way we use energy in Canada. The key is “properly informed,” which means a little effort on your part. Once you get into it, you’ll find the whole struggle has its ups and downs. With gasoline usage, you can keep consumption frozen by tune-ups and new filters and the other stuff recommended by those nice people at Energy Probe or whatever. Still, crude recently skipped over the $60-a-barrel mark, which may mean you’re still paying the same to fill your tank despite the conservation efforts you’ve made. I know it’s hard to see this as a victory, but it is, in a very real sense.

If you don’t believe me, ask the guy at the next pump how much he pays for a fill-up as compared to what he paid a year ago. When he answers, you should look houghtful, bestow a pitying smile on him, and go your way. Maybe he’ll get the point.

Letter to the Editor

The letter “Getting figures wrong: U.N. monitoring committee sees no rise in number of birth defects or leukemia, only in thyroid cancer” published June 6th, was authored by a nuclear industry employee, Andrew Daley. Unfortunately, Mr. Daley failed to identify his affiliation when attempting to argue that the Chernobyl accident only caused 1,800 extra cancers thus far.

Mr. Daley engaged in the same stealth public relations on behalf of his industry when he recently wrote a letter to the editor of the New Brunswick Telegraph Journal newspaper, published May 13, extolling the benefits of nuclear refurbishment. The nuclear industry has engaged in this type of stealth PR for many years, attempting to create the impression of public support for its activities.

Andrew Daley, who wrote May 13, 2005, supporting the refurbishment of the Point Lepreau station (Energy options: nuclear will put its money where its mouth is – given chance), failed to disclose in his letter that he is a nuclear industry employee working for Ontario Power Generation at the Darlington nuclear station. Mr. Daley’s stealth PR on behalf of his industry was also grossly inaccurate. He claims that the Cernavoda Unit 1 reactor, completed in 1996 in Romania, was done on time. In fact that reactor was ordered in 1978 and originally due for completion in the early 1980s.

Nuclear shipyard worker study (1980–1988): a large cohort exposed to low-dose-rate gamma radiation

A summary of the 1991 Final Report of the Nuclear Shipyard Worker Study (NSWS), a very comprehensive study of occupational radiation exposure in the US. The NSWS compared three cohorts: a high-dose cohort of 27,872 nuclear workers, a low dose cohort of 10,348 workers, and a control cohort of 32,510 unexposed shipyard workers. The cohorts were matched by ages and job categories. Although the NSWS was designed to search for adverse effects of occupational low dose-rate gamma radiation, few risks were found. The high-dose workers demonstrated significantly lower circulatory, respiratory, and all-cause mortality than did unexposed workers. Mortality from all cancers combined was also lower in the exposed cohort. The NSWS results are compared to a study of British radiologists.

Canada’s nuclear waste still a problem

The Globe’s editorial “How to deal safely with nuclear waste” May 26, is overly hasty in declaring nuclear power’s problems solved.

The Nuclear Waste Management Organization (NWMO), an agency funded and controlled by the nuclear waste generators, which the Globe relied upon in its blanket nuclear endorsement, is substantially more cautious. To its credit, the NWMO report issued last week recognized “uncertainty about how the (proposed waste management) system will perform over the very long term because we cannot obtain advanced proof of actual performance over thousands of years.”

Parroting the nuclear industry’s favourite characterization of its waste – volume – the Globe claims that that the amount of waste is small. The volume of AIDS virus in the world is also small. Our nuclear waste volume is small but uniquely nasty. For example, as of 2001 the plutonium contained in Canada’s nuclear waste was approximately equal to about 12,000 Nagasaki bombs.

The lonely environmentalists the Globe points to as supporting nuclear power concentrate narrowly on carbon emissions disregarding the wide picture of costs and nuclear power’s negligible potential to reduce air pollution – most especially in the transportation sector, our largest air polluter.
