A flirtation with Chicken Little

In an opinion piece for the Washington Times, columnist Wesley Pruden looks at new Republican converts to “global-warming hysteria,” including President Bush and John McCain.

Pruden notes, however, that “the myth of scientific consensus is nevertheless imploding. Lawrence Solomon, a science writer* for Toronto’s National Post and once a true believer in man-made warming, set out several months ago to profile scientific dissenters to the Chicken Little Manifesto. He called his series The Deniers, expecting to hold up dissenters to ridicule.

“‘Somewhere along the way,’ he wrote, ‘I stopped believing that a scientific consensus exists on climate change. Certainly there is no consensus at the very top echelon of scientists, and certainly there is no consensus among astrophysicists and other solar scientists. If anything, the majority view among these subsets of the scientific community may run in the opposite direction.'”

In regard to Republicans and global warming, Pruden concludes that:

“Republicans always blow hot and cold when Democrats make scary faces and cry boo in the dark. They can’t resist running on their familiar campaign slogan, ‘Vote Republican, we’re not as bad as you think.’ They never learn that, like global warming, this slogan is not as hot as they think it is.”

Global warming hysteria challenged (review)

An anti-nuclear, Toronto-based, urban-loving, 1970s peace activist who opposes subsidies to the oil industry might be the last person expected to detail cracks in the science of global warming.

But Lawrence Solomon has done just that in a short book with a long subtitle: The Deniers: The World-Renowned Scientists Who Stood Up Against Global Warming Hysteria, Political Persecution, And Fraud (And Those Who Are Too Fearful To Do So).

The spark for the book came after an American TV reporter compared those who question the Kyoto Protocol to Holocaust deniers. But Solomon wondered about that, so he sought out the experts in specific fields to garner their views.

That’s the number of scientists who are outraged by the Kyoto Protocol’s corruption of science

Question: How many scientists does it take to establish that a consensus does not exist on global warming? The quest to establish that the science is not settled on climate change began before most people had even heard of global warming.

The year was 1992 and the United Nations was about to hold its Earth Summit in Rio. It was billed as — and was — the greatest environmental and political assemblage in human history. Delegations came from 178 nations — virtually every nation in the world — including 118 heads of state or government and 7,000 diplomatic bureaucrats. The world’s environmental groups came too — they sent some 30,000 representatives from every corner of the world to Rio. To report all this, 7,000 journalists converged on Rio to cover the event, and relay to the publics of the world that global warming and other environmental insults were threatening the planet with catastrophe.

In February of that year, in an attempt to head off the whirlwind that the conference would unleash, 47 scientists signed a “Statement by Atmospheric Scientists on Greenhouse Warming,” decrying “the unsupported assumption that catastrophic global warming follows from the burning of fossil fuels and requires immediate action.”

To a scientist in search of truth, 47 is an impressive number, especially if those 47 dissenters include many of the world’s most eminent scientists. To the environmentalists, politicians, press at Rio, their own overwhelming numbers made the 47 seem irrelevant.

Knowing this, a larger petition effort was undertaken, known as the Heidelberg Appeal, and released to the public at the Earth Summit. By the summit’s end, 425 scientists and other intellectual leaders had signed the appeal.
These scientists — mere hundreds — also mattered for nought in the face of the tens of thousands assembled at Rio. The Heidelberg Appeal was blown away and never obtained prominence, even though the organizers persisted over the years to ultimately obtain some 4,000 signatories, including 72 Nobel Prize winners.

The earnest effort to demonstrate the absence of a consensus continued with the Leipzig Declaration on Global Climate Change — an attempt to counter the Kyoto Protocol of 1997. Its 150-odd signatories also counted for nought. As did the Cornwall Declaration on Environmental Stewardship in 2000, signed by more than 1,500 clergy, theologians, religious leaders, scientists, academics and policy experts concerned about the harm that Kyoto could inflict on the world’s poor.

Then came the Oregon Institute of Science and Medicine’s Petition Project of 2001, which far surpassed all previous efforts and by all rights should have settled the issue of whether the science was settled on climate change. To establish that the effort was bona fide, and not spawned by kooks on the fringes of science, as global warming advocates often label the skeptics, the effort was spearheaded by Dr. Frederick Seitz, past president of the National Academy of Sciences and of Rockefeller University, and as reputable as they come.

The Oregon petition garnered an astounding 17,800 signatures, a number all the more astounding because of the unequivocal stance that these scientists took: Not only did they dispute that there was convincing evidence of harm from carbon dioxide emissions, they asserted that Kyoto itself would harm the global environment because “increases in atmospheric carbon dioxide produce many beneficial effects upon the natural plant and animal environments of the Earth.”

The petition drew media attention, but little of it was for revealing to the world that an extraordinary number of scientists hold views on global warming diametrically opposite to those they are expected to hold. Instead, the press focussed on presumed flaws that critics found in the petition. Some claimed the petition was riddled with duplicate names. There were no duplicates, just different scientists with the same name. Some claimed the petition had phonies. There was only one phony: Spice Girl Geri Halliwell, planted by a Greenpeace organization to discredit the petition and soon removed. Other names that seemed to be phony — such as Michael Fox, the actor, and Perry Mason, the fictional lawyer in a TV series — were actually bona fide scientists, properly credentialled.

Like the Heidelberg Appeal, the Oregon petition was blown away. But now it is blowing back. Original signatories to the petition and others, outraged at Kyoto’s corruption of science, wrote to the Oregon Institute and its director, Arthur Robinson, asking that the petition be brought back.

“E-mails started coming in every day,” he explained. “And they kept coming. “The writers were outraged at the way Al Gore and company were abusing the science to their own ends. “We decided to do the survey again.”

Using a subset of the mailing list of American Men and Women of Science, a who’s who of Science, Robinson mailed out his solicitations through the postal service, requesting signed petitions of those who agreed that Kyoto was a danger to humanity. The response rate was extraordinary, “much, much higher than anyone expected, much higher than you’d ordinarily expect,” he explained. He’s processed more than 31,000 at this point, more than 9,000 of them with PhDs, and has another 1,000 or so to go — most of them are already posted on a Web site at petitionproject.org.

Why go to this immense effort all over again, when the press might well ignore the tens of thousands of scientists who are standing up against global warming alarmism?

“I hope the general public will become aware that there is no consensus on global warming,” he says, “and I hope that scientists who have been reluctant to speak up will now do so, knowing that they aren’t alone.”
At one level, Robinson, a PhD scientist himself, recoils at his petition. Science shouldn’t be done by poll, he explains. “The numbers shouldn’t matter. But if they want warm bodies, we have them.”

Some 32,000 scientists is more than the number of environmentalists that descended on Rio in 1992. Is this enough to establish that the science is not settled on global warming? The press conference releasing these names occurs on Monday at the National Press Club in Washington.

Americans cooling to global warming

All three U.S. presidential hopefuls have made global warming a high-profile issue in their campaigns. In this they are out of step with the broad electorate, which ranks global warming well down the scale of important issues. The public’s increasing skepticism is particularly surprising given the overwhelming air time that the press has given to the notion that global warming spells doom.

According to a new Pew Poll released last week, for the U.S. population as a whole, only 47% believe that the earth is warming due to man made causes. Democrats are likeliest to believe this (58%) and Republicans least likely (27%) with Independents split right down the middle (50%).

Although most Democrats believe man is the culprit, they don’t take the crime too seriously. When asked to prioritize global warming among the many concerns that face Americans — everything from terrorism to crime to government ethics — global warming comes in 15th out of 21. Independents take a dimmer view, ranking global warming the 18th most important issue, and Republicans rank it last, as the 21st most important.
Overall, according to a poll released in January, only 35% of Americans said global warming should be a top priority for the president and Congress this year, down from 38% a year earlier.

The Pew Poll analzed public attitudes to global warming among different demographic groups. The less urban, the less the finger is pointed at man: 53% of urbanites vs 46% of suburbanites vs 37% of rural residents.

Likewise, the less young, the less that mankind is blamed: Only 37% of those 65% and over blame man, compared to 54% of those in their teens or 20s. Apart from this under-30 group, in fact, no age group has a majority that blames man.

The weakest correlation exists among education levels: 51% of those with college degrees blame man compared to 49% with some college and 43% with a high school degree.

Burning in the dark

Nuclear runs all night, can’t be ramped up in day.

After scores of bankruptcies and bailouts, many if not most energy analysts recognize nuclear electricity for what it has been: the single biggest business disaster in history.

But nuclear power’s failings extend beyond the red ink on the balance sheets to the limitations in the technology. The nuclear reactor, though efficient in medical and military applications, is ill-suited for the production of electricity in a sophisticated power market of diverse customers with diverse needs

Non-nuclear power stations such as hydroelectric, coal and gas can generally power up or down quickly, making them suitable to meeting the periods of peak demand that occur during the day, for example, in the mornings when people shower (calling on their water heaters) and when they breakfast (calling on their toasters and tea kettles). Starting at about dawn, as people awaken and begin to use these appliances, operators of power systems systematically bring on this non-nuclear power. No jurisdiction in the world starts up nuclear reactors to meet peak needs because doing so would be dangerous as well as expensive. Unlike other generators, nuclear plants do not have the flexibility to be easily started up or shut down. They run continually, meeting what is called the “base load.”

Nuclear proponents portray the technology’s base-load role as a strength. They tout nuclear power as an economic workhorse that provides the stability and reliability that power systems – and especially industrial customers – need. In fact, nuclear power is neither economic nor stable nor reliable. Being limited to a base-load role, which in practice means dominating the market in the middle of the night when people and industries are idle, is no source of strength.

Where nuclear plants do not exist, which is to say in most Canadian provinces and most of the jurisdictions of the world, nonnuclear plants run in the middle of the night. Any plant can be a base-load plant, running at times when power supplies are plentiful and power prices are low – often 2¢ a kilowatt hour. But no nuclear plant can be a peaking plant, and operate when power supplies are tight and power dear – routinely 15¢ to 20¢ a kilowatt hour, and often much, much more. This limitation in the nuclear technology is the chief reason that British Energy, a well-run U.K. nuclear generating company, became insolvent after the U.K. government privatized it and why no nuclear generating company in the world could survive in a free electricity market in which it needed to compete against generators better suited to meeting the many needs of a complex marketplace.

Base-load plants, before the arrival of nuclear power, were typically low-cost, low-performance stations – the stations that were incapable of meeting high-value needs, but as a saving grace they were the lowest-cost plants in the utility’s fleet. With the advent of nuclear reactors, base-load plants became high-cost, low-performance nuclear stations – the utilities had no other use for them.

Ontario, one of the most nuclearized jurisdictions in the world, provides a good example of how base-load nuclear plants, rather than lower the costs of a power system, raise them. The two Ontario companies that operate nuclear plants, Ontario Power Generation and Bruce Power, receive more money per kilowatt-hour for their base-load nuclear power than, for example, Ontario Power Generation receives for its more reliable, more flexible, and more valuable coal-fired power. They receive these high payments even though much of the cost of building the reactors doesn’t show up in the electricity rates – power consumers pay for those nuclear plants’ government bailout through a separate levy. Even these rewards aren’t enough – Ontario Power Generation is now asking for payment increases of as much as 14%.

Nuclear plants not only don’t lower costs, as base-load plants historically have, they also don’t increase reliability. Just the opposite. Nuclear plants experience crippling downtimes, both planned and unplanned. For one stretch lasting almost seven years, from 1998 to 2004, eight Ontario reactors were out of service – without Ontario’s coal plants, the province would have experienced massive blackouts and forced rationing, just as in Third World countries. Last summer, when two newly refurbished reactors at Pickering produced nothing at all over several months, only the coal plants and favourable weather prevented blackouts.

Ontario’s nuclear plants have consistently failed to meet their projections for reliability and durability, and have proven to be less reliable than either coal, gas or hydro plants. To protect itself from future losses due to unreliability, Ontario Power Generation is asking for protection from its own forecasts – it wants to be relieved of 25% of the financial responsibility for falling short of its promises, noting openly the unique risks of operating nuclear plants.

Nuclear operators know that their reactors are unreliable and that their estimates are not to be believed. The government bodies, taxpayers, and captive ratepayers that fund these plants should know this too.

The limits to nuclear: McCain shouldn’t try to follow French disaster

The U.S. doesn’t have a market for the nighttime power surplus that nuclear inevitably produces.

“If France can produce 80% of its electricity with nuclear power, why can’t we?,” asks U.S. presidential candidate John McCain. Nuclear power is a cornerstone of Senator McCain’s plan to combat climate change, which he is unveiling this week.

McCain thinks he is asking a simple rhetorical question. As it turns out, he is not. His question is technical, with an answer that will surprise him and most Americans. Nuclear reactors cannot possibly meet 80% of America’s power needs — or those of any country whose power market dominates its region — because of limitations in nuclear technology. McCain needs to find another miracle energy solution, or abandon his vow to drastically cut back carbon dioxide emissions.

Unlike other forms of power generation, nuclear reactors are designed to run flat-out, 24/7 — they can’t crank up their output at times of high demand or ease up when demand slows. This limitation generally consigns nuclear power to meeting a power system’s minimum power needs — the amount of power needed in the dead of night, when most industry and most people are asleep, and the value of power is low. At other times of the day and night, when power demands rise and the price of power is high, society calls on the more flexible forms of generation — coal, gas, oil and hydro-electricity among them — to meet its additional higher-value needs.

If a country produces more nuclear power than it needs in the dead of night, it must export that low-value, off-peak power. This is what France does. It sells its nuclear surplus to its European Union neighbours, a market of 700 million people. That large market — more than 10 times France’s population — is able to soak up most of France’s surplus off-peak power.

The U.S. is not surrounded, as is France, by far more populous neighbours. Just the opposite: The U.S. dominates the North American market. If 80% of U.S. needs were met by nuclear reactors, as Senator McCain desires, America’s off-peak surplus would have no market, even if the power were given away. Countries highly reliant on nuclear power, in effect, are in turn reliant on having large non-nuclear-reliant countries as neighbours. If France’s neighbours had power systems dominated by nuclear power, they too would be trying to export off-peak power and France would have no one to whom it could offload its surplus power. In fact, even with the mammoth EU market to tap into, France must shut down some of its reactors some weekends because no one can use its surplus. In effect, France can’t even give the stuff away.

Not only does France export vast quantities of its low-value power (it is the EU’s biggest exporter by far), France meanwhile must import high-value peak power from its neighbours. This arrangement is so financially ruinous that France in 2006 decided to resurrect its obsolete oil-fired power stations, one of which dates back to 1968.

France’s nuclear program sprung not from business needs but from foreign policy goals. Immediately after the Second World War, France’s President, Charles de Gaulle, decided to develop nuclear weapons, to make France independent of either the U.S. or the USSR. This foreign policy goal spawned a commercial nuclear industry, but a small one — France’s nuclear plants could not compete with other forms of generation, and produced but 8% of France’s power until 1973.

Then came the OPEC oil crisis and panic. Sensing that French sovereignty was at stake, the country decided to replace oil with electricity and to generate that electricity with nuclear. By 1974, three mammoth nuclear plants were begun and by 1977, another five. Without regulatory hurdles to clear and with cut-rate financing and a host of other subsidies from Euratom, the EU’s nuclear subsidy agency, France’s power system was soon transformed. By 1979, France’s frenzied building program had nuclear power meeting 20% of France’s power generation. By 1983 the figure was about 50% and by 1990 about 75% and growing.

Despite the subsidies, the overbuilding effectively bankrupted Electricite de France (EdF), the French power company. To dispose of its overcapacity and stay afloat, EdF feverishly exported its surplus power to its neighbours, even laying a cable under the English Channel to become a major supplier to the UK. At great expense, French homes were converted to inefficient electric home heating. And EdF offered cut-rate power to keep and attract energy-intensive industries — Pechiney, the aluminum supplier, obtained power at half of EdF’s cost of production, and soon EdF was providing similar terms to Exxon Chemicals and Allied Signal.

These measures helped but not enough — in 1989, EdF ran a loss of four billion French francs, a sum its president termed “catastrophic.” The company had a 800-billion-franc debt, old reactors that faced expensive decommissioning, and unresolved waste disposal costs. To keep lower-cost competitors out of the country, France also reneged on an EU-wide agreement to open borders up to electricity competition.

France’s nuclear program, in short, is an economic disaster, and a political one too — 61% of the French public favours a phase-out of nuclear energy.

“Is France a more secure, advanced and innovative country than we are?,” McCain also asked. “I need no answer to that rhetorical question. I know my country well enough to know otherwise.”

But McCain does not know France well enough to know why nuclear power’s negative record over there says nothing positive about what it can do for people over here, on this side of the Atlantic.

Green consumers turn red

US presidential candidates John McCain and Hilary Clinton vow to combat man-made climate change by curbing America’s CO2 emissions. They also vow to give American drivers a tax holiday this summer by suspending the federal gas tax. Voters are upset at the price they must pay at the pump.

New Zealand is a world leader in championing climate change reform. It will be exempting gasoline from the government’s emissions trading scheme until 2011 to dampen voter upset over rising living costs. New Zealand’s Kyoto protocol commitments exceed $1-billion — that’s how much New Zealand will be paying other countries for carbon credits.

New Zealand can’t hold a candle to the UK, however, which has plans to spend £3,000 per family, and possibly much
more, to combat climate change — far more than any other EU country. With the British stiff upper lip beginning to curl at the politicians who are forcing these costs on them to no evident benefit, politicians are in retreat. The ruling Labour Party is expected to trash the “bin tax” on householders who improperly recycle their waste and put off increasing announced gas taxes. The opposition Conservatives likewise plan to shelve green taxes if elected.

When the rubber hits the road, the carbon tax erodes.

The climate change deniers

The Deniers is a timely, necessary antidote to a political and scientific discussion poisoned by hubristic groupthink and the kind of scorched earth (mis)behavior that inevitably arises when a movement becomes so uncritically wedded to the commandments of a pseudo-religion its adherents would rather destroy their adversaries than risk debating them.

The debate over anthropogenic that is, human induced climate change, is, in other words, just a bit more complicated than Al Gore suggested on “Oprah.” Few books have captured this cognitive dissonance as well as The Deniers, Mr. Solomon’s essential, engrossing travelogue through the world of climate-change dissent.”
